CAS is moving forward with the common hybrid work model for the federal public service recently announced by the Treasury Board of Canada Secretariat. Our hybrid model consists of an on-site presence of at least 2 days a week, or 40% of the time.

Intent of the process

A pool of pre-qualified or fully qualified candidates may be created to staff similar or identical positions with various tenure, various bilingual linguistic profiles and security requirements within the Courts Administration Service.

Candidates may be evaluated further, for specific opportunities, on qualifications (including conditions of employment and operational requirements) that are deemed necessary, whether or not these qualifications have been listed on the job advertisement.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

A diploma from a recognized post-secondary institution in one of the following areas; business administration, commerce, economics, materiel management, e-business, or any other field relevant to the position.

Degree equivalency

Significant* and recent** experience in conducting analysis and providing advice and recommendations to clients or senior management on contracting issues, strategies, policies or initiatives.

Significant* experience in conducting complex*** competitive procurement processes for goods or services.

Significant* experience developing strategic partnerships and establishing networks with multiple stakeholders internal and external to an organization.

Experience in managing**** a team of employees.

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties, for a minimum four (4) consecutive years.

**Recent is defined as experience acquired within the last five (5) years

***To be considered complex, an issue, question, or procurement initiative must contain at least one of the following characteristics :
- High-profile or high-risk projects (e.g. scope, security, emergency, departmental priorities, etc.)- multi-million dollar value;
- many stakeholders;
- multiple clients;

Graduation with a degree from a recognized university in: business administration, commerce, economics, materiel management, e-business, or any other field relevant to the position.

Degree equivalency

Significant* experience in reviewing Statements of Work, preparing RFPs and Contract documentation for the procurement of goods and services on behalf of a federal government department.

Significant* experience in evaluating proposals, awarding and managing contracts.

Experience using a database related to contracting and procurement (such as but not limited to SAP).

Experience in the development and implementation of procurement policies, procedures and guidelines.

Experience in managing financial resources.

Experience in materiel management functions.

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties, for a minimum four (4) consecutive years.

Asset qualifications may be used for the screening or when selecting candidates for appointment, therefore, if you meet the experience qualifications listed under Asset Qualifications, please be sure to clearly demonstrate this in your application.

Top-down selection may be used during any stage of the selection process. Please note that achieving a pass mark on any of the assessments used does not mean that you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any evaluation used throughout the process.


Candidates will be required to provide proof of their education credentials in the form of a diploma or official transcript.

You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.


If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period appointment, they will remain in the pool for future offers.
