📣Your application may be used in the assessment of your ability to communicate effectively in writing.
✔ Leads multiple/diverse major capital projects (i.e harbour maintenance and construction projects) as project leader/specialist within program framework and produces reports to advance projects and program delivery.
✔ As a senior regional technologist provides expert technical advice and project management services to support the delivery of a portfolio of multiple and diverse, concurrent and complex Construction and Engineering projects, with a value greater than $1M.
✔ Provides project management services to support the delivery of SCH projects and programs.
✔ Plans and undertakes condition assessment inspections as part of the lifecycle management program to monitor the condition of the asset base and ensure the data is entered in the database.
✔ Performs inspections and compliance audits in support of the environmental management program and keeps environmental databases up-to-date.
✔ Provides technical input for program, project and long-range capital planning.
✔ Produces tender-ready sketches and specifications for complex projects, in consultation with a senior project engineer.
✔ Reviews and evaluates technical literature to maintain awareness of technological developments and advances.
✔ Controls and monitors assigned materiel and financial resources.
Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceans, which operates and maintains a network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours.
The intent of this selection process is to create a pool of qualified candidates to be used to staff this or similar positions within Fisheries and Oceans Canada positions on an indeterminate, specified period (term), acting, secondment/assignment, or deployment basis.

Education:
Graduation with a Diploma in Civil Engineering Technology or a related technical discipline; or an acceptable combination of education, training or experience. (ie. one year technical program combined with a min of 10 years related experience).
Essential Experience
✔ Experience in Project Management
✔ Experience in preparing tender packages
✔ Experience in preparing proposals, work plans, cost estimates and project progress reports
✔ Experience in developing working relations with internal and external stakeholders
✔ Experience in implementing climate change mitigation measures with marine infrastructure design and construction
✔ Experience in managing financial resources and tracking budgets and forecasts to provide advice to senior management.
Asset Certification
✔ Registered or eligible for registration with Association of Engineering Technicians and Technologists of Newfoundland and Labrador.
Asset Experience
✔ Experience in use of AutoCad to develop design solutions.
