Primary Workers/Kimisinaws play a vital role as the first line of contact for offenders. In addition to performing static and dynamic security, Primary Workers/Kimisinaws are also responsible for case management duties; they carry a caseload of two to four offenders, listen and respond to offenders’ concerns, document information and events, participate in case conferences for decision-making and prepare a variety of reports and recommendations.

The Correctional Service of Canada is seeking interest from persons looking for an exciting and rewarding career as a Primary Worker/Kimisinaw in a women’s institution or Healing Lodge. This is similar to the role of Correctional Officer in a men’s institution; however, the position is classified at a higher level and includes additional responsibilities with respect to case management.

For screening and assessment purposes, all communications related to this selection process will be by email. Therefore, candidates must include a valid email address in their application. Candidates who have passed all stages of evaluation and who are selected must complete the Correctional Training Program (CTP), which includes two online training phases, and a 14-week in residence training phase at the CSC Training Academy in Kingston, ON, Summerside, PEI, or another training site.

ALLOWANCE FOR RECRUITS
Correctional Service of Canada recruits receive an allowance of $400/week, up to a maximum of $5,600 for 14 weeks, during Stage 3 of the Correctional Training Program. This allowance, paid bi-weekly, is in addition to the meal and hospitality fees already covered for recruits at this same stage of CTP.

Indigenous candidates may be eligible for an allowance for participation in CTP Stage 3 through a Indigenous Skills and Employment Training Strategy (ISET) stakeholder. If you wish to reapply to a Primary Worker/Kimisinaw selection process, the retest period is 180 days from the date of elimination from the process. There is also a retest period of two (2) years for the psychological assessment from the date of elimination. The psychological assessment for Primary Worker/Kimisinaw is also used for Correctional Officer I (men’s institutions) and Correctional Officer II Healing Lodge; as such, the retest period would also apply to those selection processes.

You will not be assessed more than once in the same selection process.

EDUCATION:
A secondary school diploma, or a satisfactory score on the Public Service Commission (PSC) test approved as an alternative to a secondary school diploma; or successful completion of a provincially/territorially approved secondary school equivalency test.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
The candidate must obtain and maintain a valid Standard First Aid and cardiopulmonary resuscitation (CPR) 'Level C' with automated external defibrillator (AED) certificate from a qualified provider approved by any province/territory in Canada, and in accordance with Part XVI of the Canada Occupational Health and Safety Regulations.

ASSET QUALIFICATIONS

EDUCATION:
Graduation from a recognized post-secondary institution with a degree or a diploma.

Degree equivalency

EXPERIENCE:

Recent and extensive experience in performing correctional operational duties in a Correctional Service of Canada institutional environment.

Experience working in a correctional, policing, security, military, or emergency response environment.

Experience working with people in a multi-cultural environment, including Indigenous communities or organizations.

Experience working with vulnerable people in a work or volunteer environment (i.e. homeless, long-term care, people in conflict with the law).

KNOWLEDGE:
Knowledge of the broader historical factors that have contributed to the over-representation of Indigenous peoples in the criminal justice system, as well as the reconciliation process.

ABILITY:
Ability to communicate orally and/or in writing in a language other than English or French that is reflective of the offender population.

OPERATIONAL REQUIREMENTS:
Employees must be able to work shifts, variable hours, weekends, and statutory holidays.
Employees may be required to work overtime.

ORGANIZATIONAL NEEDS:

For positions at the Okimaw Ohci Healing Lodge - In accordance with the Memorandum of Agreement signed between Correctional Service of Canada and the Nekaneet First Nation, preference may be given to Nekaneet First Nation members.

Conditions of employment

The candidate must successfully complete a Correctional Service of Canada Correctional Training Program (CTP) and the Women Centered Training program (WCT).

DRIVER'S LICENSE:
Prior to appointment, candidate must possess a valid unrestricted driver's license that conforms to provincial or territorial requirements. As a condition of employment, candidate must maintain valid unrestricted driver's license throughout employment.

For the province of Quebec: Possess a valid Class 4A driver’s license (Emergency Vehicle) granted by the Société de l'assurance automobile du Québec (SAAQ).

MEDICAL:
The candidate must meet the medical requirements of Health Canada in accordance with Treasury Board Guidelines.

PSYCHOLOGICAL:
The candidate must also meet the psychological requirements determined by Correctional Service of Canada. Note: There is a retest period of two (2) years for psychological assessment from the date of elimination.

This will be confirmed during the assessment stage of the selection process. You are required to submit an application to this selection process to be considered for further assessment.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
