Assessment accommodation

In the Federal Public Service, the executive group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister/Chief Financial Officer levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. Work environment

Chief Financial Officers in the Government of Canada play a critical role in ensuring the sound stewardship of public resources. They are responsible for leading the financial management function in federal organizations, managing the financial resources entrusted to them prudently, and complying with legislation, regulations and government policies, directives and standards. As senior government leaders, they provide strategic financial and business advice to the Deputy Heads (e.g., Deputy Ministers) they report to, ensuring that key business decisions are based on sound financial analysis. Chief Financial Officers also play an important role in supporting the Comptroller General of Canada in the recruitment and development of financial professionals across government.

Intent of the process

A pool of qualified persons resulting from this process will be created and may be used to fill similar positions with linguistic profiles bilingual imperative CBC/CBC as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the public service.
Note: The “public service” is defined in the Public Service Employment Act as “the several positions in or under the departments named in Schedule I to the Financial Administration Act; the organizations named in Schedule IV to that Act; and the separate agencies named in Schedule V to that Act".

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

- A designation bestowed by the Chartered Professional Accountants of Canada (CPA Canada); and/or

- Graduation with a university degree from a recognized post-secondary institution, with relevant experience and/or training (e.g., Senior Executive Advanced Finance and Accounting Program*) as determined by the Comptroller General of Canada.

*The Senior Executive Advanced Finance and Accounting Program (SEAFAP) is a specialized one-year program developed by CPA Canada designed to complement the technical financial expertise of senior executives in the Government of Canada.

Degree equivalency

Experience:

EXP1 - Significant* and recent** experience in setting strategic direction and providing strategic advice to Ministers or Deputy Ministers, or equivalent (i.e., Chief Executive Officer, Chief Financial Officer, Chief Operating Officer, President, Board of Directors), on financial or oversight issues that have an organization-wide impact;

EXP2 - Significant* and recent** experience at the executive level in collaborating and maintaining partnerships and in building consensus around issues with colleagues and senior officials from various organizations, such as federal departments, other orders of governments, the private sector or other stakeholders;

EXP3 - Experience at the senior executive level*** in managing complex financial and human resources matters;

EXP4 - Experience at the executive level in leading corporate services in at least three of the following areas: (1) resource or budget management; (2) financial advisory services; (3) financial operations; (4) financial systems; (5) financial policies; (6) costing and (7) internal audit.

*“Significant” is defined as depth and breadth of experience at normally associated with the performance of those duties for a period of approximately two (2) years.
**“Recent” is defined as experience acquired within approximately the last five (5) years.
***In the public service, ‘’senior executive’’ is defined as substantive EX-03 level or equivalent and above. Outside of the public service, senior executive is defined as positions reporting directly to a Vice President, or President/CEO or equivalent.

• HOW WE WILL ASSESS CANDIDATES •

Candidates’ qualifications may be assessed via a variety of evaluation tools and methods including, but not limited to, standardized tests, self-assessments, simulations, interviews, reference checks, written exams and past performance agreements.

Interview questions may focus on situational examples to demonstrate candidate’s character leadership, the Key Leadership Competencies as well as their analytical and problem-solving skills.

Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.

Top-down selection may be used during any stage of the selection process. Please note that achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. The selection board may decide to use a cut-off score that is higher than the pass mark on any evaluation used throughout the process.

• EDUCATION CREDENTIALS •

You will be asked to provide proof of education credentials at the time of assessment. Candidates with foreign credentials will be asked to provide proof of Canadian equivalency.

Foreign educational credentials must be assessed by a recognized credential assessment service.
