PM-06 Deputy Director, ATIP

Management and implementation of Access to information and Privacy (ATIP) programs; provide the right of access to information, and to protect individual's privacy rights to information under the control of Library and Archives Canada (LAC).

Delivery of the ATIP program, including advice on policies and guidelines to the Director general and ATIP Analysts, senior management; LAC employees, stakeholders (e.g. other federal, provincial and international government and Central agencies, other ATIP offices) and requesters (e.g. media, lawyers, special interest groups, academics, general public).

Work environment

Library and Archives Canada is a medium-sized organization totaling approximately 1000 employees. In early 2022, the Office of the Information Commissioner released a report recommending that LAC examine our processes and ensure funding is in place to support the Access to Information and Privacy (ATIP) Office. As a result, LAC is undertaking a major staffing initiative with the goal of modernizing our processes and reducing our backlog by resolving specific challenges unique to our organization. To do that, we need YOU!

LAC is the official home of the archival record of the Government of Canada (GC) and its institutions, of the personnel records of former Canadian Armed Forces Members and former Public Servants, and private archival donations of records from individuals and organizations of national significance. Given the importance of these records we are often called upon to contribute to various projects of political and public impact. Recent examples include supporting the GC response to the LGBT Purge class action, providing records to claimants for the Federal Indian Day Schools class action, and providing records to supporting land claims.

Intent of the process

The intent of this process is to establish a pool of qualified candidate at the PM-06 group & level ready to join a growing team. Some of the appointments could be on a term basis for a period up-to two years, but the process may also be used to staff indeterminate positions.

A pool of partially or fully qualified candidates may be established and may be used to staff identical or similar positions within Library and Archives Canada across Canada with various tenures, language requirements, operational requirements and/or conditions of employment, which may vary according to the position to be staffed.

If a pool is established following this staffing process, all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) will be able to use it in order to staff similar positions across Canada.

• Secondary school diploma or acceptable combination of education, training and/or experience.

Degree equivalency

• Experience in managing human resources in a team environment.

• Experience developing and maintaining productive stakeholder relationships.

• Experience in researching and analysing complex* issues and recommending strategies to senior management.

Complex may be defined as at least one (1) of the following characteristics: affecting several partners or stakeholders, having a significant impact on service or program delivery, in fulfilment of section or divisional priority, or representing conflicting information.

Degree equivalency

• Experience in managing operational staff in an Access to Information and Privacy context.
• Experience in analyzing, interpreting and applying the Access to Information Act and Privacy Act, their provincial equivalents or equivalents in other nations.
• Experience working in an information management environment or a cultural environment such as museums, libraries and/or archives.
• Experience working with ATIP software or case management systems.
• Experience in analyzing, researching and/or reviewing information found in records.
• Experience responding to ATIP requests.
• Experience in delivering services directly to the public*
*The term "public" is defined as members of the general population, which exclude internal clients and colleagues.
• Experience in conducting research in to one or more of the following subjects:
- Canadian history;
- Military history;
- Security and intelligence;
- International affairs;
- Indigenous history; or
- Any other relevant topic.

ORGANIZATIONAL NEEDS:
