The intent of this process is to staff one TI-06 position on an indeterminate basis in Winnipeg, Manitoba.
A pool of qualified and/or partially assessed candidates may be established to staff similar position with various tenures (indeterminate, term, deployment, assignment, secondment or acting opportunities) within Transport Canada (TC).

EDUCATION:
• Successful completion of a post-secondary program OR an acceptable combination of education, training and/or experience.
Note: Acceptable combination is defined as a secondary school diploma and three (3) years of work experience performing the duties of a railway track inspector.
EXPERIENCE:
• Recent and significant* experience with a railway company or in an equivalent field position with a railway contractor in the inspection and maintenance of railway tracks.
• Experience in the evaluation of track conditions and compliance with Canadian railway standards as a track inspector or track specialist.
• Experience with the application of Transport Canada's Rules Respecting Track Safety. (https://www.tc.gc.ca/eng/railsafety/rules-tce54-830.htm)
• Experience in dealing with stakeholder representatives for works related to railway activities.
• Experience in writing technical reports.
• Experience in using Microsoft Office applications including Word, Excel, and Outlook.
*Recent and significant experience is defined as the depth and breadth of experience associated with having performed a broad range of various, complex related activities normally acquired over a period of three (3) years; and the performance of those duties within the last year.
EDUCATION:
• Successful completion of a post-secondary diploma from a recognized institution.
• Successful completion of a post-secondary degree from a recognized university.
ASSET EXPERIENCE:
•Experience in project management principles.

OPERTIONAL REQUIREMENTS:
• Ability and willingness to work overtime as required.
• Physical Environment: this position requires, on occasion, physical effort to climb railway structures, equipment or facilities on sites where the access is difficult and the terrain is rugged.
Reliability Status security clearance
Possession of a valid provincial driver's license.
Ability and willingness to travel at short notice for extended periods by all modes of transportation.

COMMUNICATION

Ability to communicate effectively in writing and orally: All written and verbal communication obtained throughout the selection process, from the time of application to close of process, will be used to evaluate the candidates. If a candidate does not respond to certain communications, their application may be interpreted as automatically withdrawn from the process.
ASSESSMENT - GENERAL INFORMATION
Random selection, invoking asset qualifications may be used in conjunction with other volume management strategies that can be applied at any stage in the staffing process.
Candidates may be assessed using various methods, such as, but not limited to: submission of a video for screening purposes, written exam, phone, individual and/or group interview(s), simulation exercise and/or reference checks. Candidates may be required to make an oral presentation.
ASSESSMENT – AVAILABILITY
The assessment may be administered outside of regular working hours including evenings and weekends. If you are unavailable, you must inform us immediately as each request will be dealt with on a case-by-case basis. Supporting documentation will be required.
ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.
Possible reasons for alternate assessment dates:
· Medical reason with doctor's certificate;
· Death in the immediate family;
· Professional obligation (proof required);
· Confirmation of pre-approved travel plans; or
· Religious reasons.
ASSESSMENT – TRAVEL EXPENSES
Candidates will be responsible for travel expenses related to evaluation purposes.
ASSESSMENT – REFERENCE CHECKS
Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):
References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.
References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
