Reporting to the Director, the Group Leader supervises the day-to-day activities of the Safety & Damage Prevention team, specifically the safety practitioners. This includes providing group specific technical and/or process advice as appropriate to resolve issues. Additional responsibilities include providing advice to internal and external stakeholders such as Commissioners, company representatives, and other employees of the Canada Energy Regulator as requested. The incumbent maintains a balance of leadership and technical skills to understand and manage the areas of responsibility of the group members. The Group Leader provides assistance and recommendations to the Director in planning priorities, assigning and coordinating activities, and continuously reviewing processes for potential improvements and updates to procedures and guidelines. The Group Leader will also, on occasion and when required, act as Director, Safety & Damage Prevention team.
Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis.

Education:
A university degree from a recognized post-secondary institution in a discipline related to the requirements of the job.
Experience:
E1: Experience in the allocation of human, financial or materiel resources and/or identifying resourcing needs for projects.
E2: *Significant experience conducting compliance activities including applying principles of safety and enforcement in accordance with CER requirements.
E3: Approximately 5 years of direct industry experience working in the oil and gas pipelines, and exploration and production.
*Significant experience will be evaluated in regard to the amount, complexity, and diversity of the work handled, and the level of autonomy demonstrated.
Asset Qualifications:
AQ1: Member in good standing with the Board of Canadian Registered Safety Professionals and holds a valid Canadian Registered Safety Professional (CRSP) designation.
AQ2: Experience with respect to Occupational Health and Safety Management Systems (OHSAS 18001 or CAN/CSA-Z1000-14) or Process Safety Systems.
AQ3: Experience (2 years within the last 10 years) working in the area of pipeline damage prevention.
AQ4: Experience (2 years within the last 10 years) working as a designated inspector for a government agency.
AQ5: Previous or current designation as a “Delegated Labour Program Official” under the Canada Labour Code Part II (CLC).

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to a PC-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.
2. Salary: Effective 1 November 2021 (NEB-11), $109,692 to $133,457 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
