Duties

GREAT OPPORTUNITY

In alignment with the Government of Canada's new direction on how Real Property is managed, a new Strategic Portfolio Planning Division was established within the Library and Archives Canada (LAC) Real Property Branch that will perform two key strategic functions: Strategic Portfolio Planning and Performance (SPPP) and Business Intelligence (BI). SPPP will manage Real Property (RP) Risk and Performance Management, RP Governance and Policy Development. Business Intelligence will perform activities related to Financial Management, Business and Workforce Planning, and Contract Management.

In essence, this team of professionals will be at the forefront of planning and implementing best practices to manage LAC’s custodial portfolio of federal real property assets in a cost-effective manner and in alignment with the Government of Canada’s socio-economic and environmental objectives. WHY JOIN LIBRARY AND ARCHIVES CANADA’S (LAC) REAL PROPERTY BRANCH (RPB)?

LAC is recognized as a world leader in acquiring, preserving and providing access to Canada’s documentary heritage. Strategies are underway to modernize its services—both in-person and virtual—and to optimize its digital capacity to acquire, manage and preserve Canada’s documentary heritage, and make it more accessible. The RPB supports the organization by managing its portfolio of assets, as a custodial department, to ensure that LAC has the special purpose and office space required to meet its program objectives. As part of this, the RPB is leading two of the largest public infrastructure construction projects in Canada – the Ādisōke and Gatineau 2 projects, which have captured national and international attention and are at the forefront in supporting Canadian’s Greening Government Strategy.

Ādisōke Project – LAC is partnering with the City of Ottawa and the Ottawa Public Library (OPL) to construct a new net-zero carbon LAC-OPL joint facility. Construction started in November 2021 and the new building is scheduled to open to the public in 2026. When complete, this innovative collaboration will offer LAC and OPL users with enhanced services, programming activities, and museum quality exhibition galleries as well as free access to LAC’s vast collections of Canadian history and culture for generations to come!

Gatineau 2 Project – this public-private partnership project has constructed a new state of the art net-zero carbon Preservation Storage Facility, making it possible to preserve analog documents for 500 years and will provide present and future generations with access to them. This is the largest archival facility in the world to be equipped with an automated storage and retrieval system.

Intent of the process

The immediate need is to staff one (1) indeterminate position.

A pool of partially qualified candidates will be established. This process may be used to staff similar positions with various tenures (Acting, Assignment, Deployment, Indeterminate, Secondment, Specified period), various linguistic profiles and security clearance levels, within Library and Archives Canada.

We are looking for high performing candidates who have the following essential qualifications and other (asset) qualifications, as applicable:

EDUCATION

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Degree equivalency

EXPERIENCE

EX1: Experience conducting two or more of the following types of analyses: Economic; Statistical; Investment; Financial; Policy; Risk.
EX2: Experience contributing to the development of frameworks for one or more of the following: Governance; Performance; Risk; Policy; Information Management; Financial.
EX3: Significant* Experience developing presentations, briefings, reports directed to senior management.
EX4: Experience providing advice and recommendations to senior management on various matters.
EX5: Experience establishing and maintaining effective collaborative relationships with multiple internal and external stakeholders.

*Significant: depth, breadth and diversity of experience normally acquired through performing a broad range of various and complex activities.

ASSET QUALIFICATIONS

EXA1: Experience evaluating real estate options such as acquisition, recapitalization, space optimization, lease, purchase-lease purchase, or shared use with third parties.
EXA2: Experience developing one or more of the following: proposals; parliamentary documents; position papers; input to ministerial correspondence; sections of Treasury Board Submissions; Memorandum to Cabinet.
EXA3: Experience developing, improving and operationalizing business processes.
EXA4: Experience working in a real property environment in the public sector.

OPERATIONAL REQUIREMENTS

The official location of the position to be filled is Place de la Cité, 550, Boulevard de la Cité, Gatineau in the National Capital Region (NCR). The work can be done through a hybrid combination of onsite and remote work with agreement between the manager and the employee to respond to operational requirements.
