Intent of the process

The initial intent of this process is to offer one indeterminate appointment.

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (english essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period)which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the core public administration (Eligibility for job opportunities in federal organizations - Canada.ca).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
-Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

Experience:
-Significant* experience in technical writing;

-Experience in IM/IT Business Analysis OR IM/IT Project Management;

-Experience providing recommendations to senior management**;

-Experience in developing various communications to management and stakeholder groups.

Definitions:
Significant* is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
**Senior management is defined as director or above or private sector equivalent.

-Knowledge of two of the following:

Abilities:

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
