Working within a dynamic environment alongside Human Resources (HR) professionals, the HR Advisor is responsible for providing advice and guidance to various client managers on both Staffing and Labour Relations matters. Working closely with clients, the HR Advisor will collaborate in developing the merit criteria, assessment tools, provide strategic staffing advice, liaise with the Workers’ Compensation Board, assist clients with performance management, disability management, discipline and grievances associated with their units or employees.
Successful candidates will need be organized, demonstrate flexibility, have excellent negotiation skills, be detail oriented, possess the ability to work effectively with both clients and colleagues and be able to work under pressure. The client group extends across Alberta and the North West Territories and is comprised of both Regular Members and Public Servants.
The current positions are located in downtown Edmonton and require some in-person attendance.
This process will initially be used to staff two permanent positions and one temporary position in the recruitment and staffing unit, and create a pool of qualified candidates. The pool of qualified candidates may be used to staff similar positions with various tenures (i.e. permanent or temporary) within the Royal Canadian Mounted Police in Edmonton, Alberta.
The pool could be used to offer acting appointments, assignments, secondments or deployments.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed.

Experience in providing advice and guidance to management on complex* staffing or human resource planning questions.
Experience in interpreting and applying legislation, and policies related to staffing.
Recent** experience in identifying, developing and implementing staffing and recruitment strategies.
*Complex is defined as the depth and breadth of experience. This could include the diversity of cases, files or projects handled, the degree of independence shown, the depth of research, strategic linkages and/or analysis required, the variety and sensitivity of stakeholders engaged, and the level of urgency, priority and profile of work completed.
**Recent experience is normally acquired by carrying out those duties within the past three (3) years..
ASSET QUALIFICATIONS
Experience providing labour relations services.
Experience working in a human resources discipline in the Public Service of Canada.
Experience working in a military or para-military work environment.

RCMP Enhanced Reliability Status security clearance.
NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc . As such, the process may take several weeks or months to complete.
