In the Federal Public Service, Senior Management is referred to as the Executive group. This group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. EDUCATION:
- Graduation with a degree from a recognized post-secondary institution, with specialization in accounting, finance, business or public administration, commerce or economics or in a field relevant to the duties of the position.
AND
- A recognized professional accounting designation (i.e. CPA, CA, CMA, CGA, CPFA) OR successful completion of the Senior Executive Advanced Finance and Accounting Program (SEAFAP)*.
*The Senior Executive Advanced Finance and Accounting Program (SEAFAP) is a specialized one-year program developed by CPA Canada designed to complement the technical financial expertise of senior executives in the Government of Canada. Those currently enrolled in the program will also be accepted.
EXPERIENCE:
- *Significant experience in two (2) of the nine (9) following areas:
1) Resource Management and Budgeting;
2) Accounting Operations;
3) Financial Policy and Internal Controls;
4) Financial Systems;
5) Financial Reporting;
6) Financial Management Administration;
7) Costing; and
8) Internal Audit; and
9) Transfer Payments.
If you have experience in more than two (2) areas, please describe in detail for each area as these may be used as assets in the selection decision.
- *Significant experience at the executive level (substantive or acting) in providing strategic and expert advice and recommendations to ** Senior Executive Management on complex financial or management issues;
- Experience in establishing and managing strategic partnerships with internal and external stakeholders to support organizational objectives;
- Experience at the executive level in managing ***human and ****financial resources.
*Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
**Senior Executive Management is considered to be at a senior executive level such as, but not limited to Comptroller, Vice President, Director and above.
***Managing Human Resources is defined as: supervising staff; establishing vision, priorities and work plans; establishing work objectives; conducting performance assessments and feedback, approving training, etc. Applicants must clearly demonstrate that they have managed human resources and were responsible for a team for a period approximately two (2) years or more at the EX level or equivalent (substantive or acting). Applicants must also clearly indicate the number of staff they have supervised.
****Managing Financial Resources may include: being responsible for financial planning, forecasting and reporting, etc. Applicants must also clearly indicate the size of the budget they have managed directly for approximately two (2) years or more at the EX level or equivalent (substantive or acting). Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc.

EXPERIENCE:

*Wide-range means that candidates must have experience in other financial management fields: resource management and budgeting; accounting operations; financial policy and internal controls; financial systems; financial reporting; financial management administration; or costing.
**Corporate Services typically include: Materiel Management, Information Management, Financial Management, Facilities Management, Security Services, Human Resources Management, or a combination thereof.

• HOW WE WILL ASSESS CANDIDATES •
Candidates’ qualifications may be assessed via a variety of evaluation tools and methods including, but not limited to, standardized tests, self-assessments, simulations, interviews, reference checks, written exams and past performance agreements.
Interview questions may focus on situational examples to demonstrate candidate’s character leadership, the Key Leadership Competencies as well as their analytical and problem-solving skills.
Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.
You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.
Top-down selection may be used during any stage of the selection process. Please note that achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. The selection board may decide to use a cut-off score that is higher than the pass mark on any evaluation used throughout the process.
Throughout the selection process, it is your responsibility to make yourself available for all assessment dates for which you are invited. If you fail to attend any of the scheduled assessments without a justifiable reason, we will not be able to assess your qualifications which may result in your elimination from this process. • REFERENCE CHECKS •
When providing your references, please include the following information:
- Nature of your working relationship (supervisor, direct report)
- Duration of the working relationship
- Referee’s full name and title
- Referee’s contact information (e-mail address and phone number)
When selecting references, please ensure that they have worked with you for a minimum of six (6) months. We require a minimum of two (2) supervisory references, which includes your current direct supervisor.
• EDUCATION CREDENTIALS •
You will be asked to provide proof of education credentials at the time of assessment. Candidates with foreign credentials will be asked to provide proof of Canadian equivalency.
Foreign educational credentials must be assessed by a recognized credential assessment service. If you have been educated outside of Canada, it is your responsibility to have your certificates and/or diplomas assessed against Canadian educational standards.
