Duties

As an IT Analyst, Software Solutions, you will be responsible for:

►Provides technical support in the development, maintenance and testing of computer-based applications on various platforms such as supercomputers, mainframes, servers and microcomputers.

►Analyzes requirements and develops specifications to write program code, procedures, technical guides and related systems/user documentation, select/develop appropriate test data, scripts and scenarios, conduct a variety of tests to identify program/system errors, and document the results.

►Organizes and/or conducts program/quality assurance testing to ensure that developed applications meet specifications and client requirements.

►Provides advice, guidance and information on work practices and procedures, methods, processes, platforms, technical environments and quality assessment activities required to develop and/or test new or enhanced applications.

►Leads and/or participates as a member on work teams, meetings, committees and working groups, which may involve developing and giving presentations and individual and/or classroom training to clients and colleagues, coordinates the work of students and short-term workers and performs peer-coaching.

Intent of the process

A pool of partially assessed candidates will be established and will be used to staff identical or similar positions with various language requirements such as English Essential, French Essential, English or French Essential, Bilingual - Imperative (BBB/BBB) and (CBC/CBC), Bilingual non-imperative (BBB/BBB) and (CBC/CBC) and various security requirements within the Department of Environment and Climate Change Canada in Environment and Climate Change Canada in various locations such as Edmonton (Alberta), Esquimalt (British Columbia), Kelowna (British Columbia), Vancouver (British Columbia), Winnipeg (Manitoba), Gagetown (New Brunswick), Moncton (New Brunswick), Oromocto (New Brunswick), Sackville (New Brunswick), St. John's (Newfoundland and Labrador), Stephenville (Newfoundland and Labrador), Dartmouth (Nova Scotia), Halifax (Nova Scotia), Burlington (Ontario), Ottawa (Ontario), Toronto (Ontario), Trenton (Ontario), Dorval (Québec), Gatineau (Québec), Montréal Island (Québec), Québec (Québec), Saskatoon (Saskatchewan).

These positions may be staffed on an indeterminate or temporary basis.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE:
EX1: Recent* and significant** experience performing analysis and design of IT solutions based on requirements and /or specifications.
EX2: Recent* and significant** experience in development of software.
EX3: Experience in developing solutions using object oriented languages such as Java, C++, C#.
EX4: Experience with performing unit and integration testing.
EX5: Experience with source control management within a development team.

Definitions:
*Recent experience is defined as experience obtained within the last five (5) years.
**Significant experience implies the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of approximately 1 year for those who have graduated with a degree OR for a period of approximately 2 years for the candidates without a degree.

AEX14: Experience with implementing solutions using Microsoft Dynamics 365 on premise or the Microsoft Power Platform.
AEX15: Recent* experience with non-relational (noSQL) databases.
AEX16: Experience with SQL scripting (T/SQL or PL/SQL).
AEX17: Experience with relational (SQL) databases such as SQL, ORACLE and/or POSTGRES.
AEX18: Experience with customizing and developing solutions for ESRI platforms.
AEX19: Experience with installing, configuring and supporting Commercial Off-The-Shelf software (COTS) including Axios Assyst, WorkDynamics CCM, and Microsoft SharePoint.

Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.
