This position is located in Toronto; however, the successful candidate may work from one of the OSFI offices across Canada (Toronto, Montreal, Ottawa, or Vancouver).

Duties

The Strategy, Risk and Governance (SRG) Sector is seeking a Manager, Stress Testing. The Manager, Stress Testing key responsibilities include: development, oversight and review of bank’s stress testing submissions, development of in-house stress testing tools and models, and other activities related to assessing the adequacy of bank capital levels. The Manager, Stress Testing will conduct quantitative and qualitative research and consult with relevant stakeholders for assigned elements of stress testing programs. They will also will be involved in the Macro Stress Test program and will develop reporting templates and bank instructions, conduct quantitative and qualitative analysis of banks’ stress test submissions, complete supervisory assessments for assigned topics areas, contribute to reports for senior executives, and provide support for the overall evolution and expansion of OSFI stress testing programs. The Manager, Stress Testing will contribute to the development of stress testing tools and models by employing quantitative statistical methods.

Intent of the process

The immediate intent is to staff one bilingual imperative CBC/CBC position and one English Essential position on an indeterminate basis.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic profiles and requirements, security requirements and/or various tenures within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

ESSENTIAL EDUCATION
• A degree from a post-secondary institution with specialization in business, commerce, economics, finance, mathematics, actuarial science, computer science, accounting or other relevant field OR an acceptable combination of relevant professional industry experience and education.

Degree equivalency

ESSENTIAL EXPERIENCE
• Recent and significant experience in the *financial services industry, in at least one of the following areas: Risk Management (credit, market or operational risk), Internal/External Audit, Financial analysis/management, Debt/Equity Markets Analysis, Treasury/Liquidity management or another relevant area.
• Experience in conducting quantitative analysis, including econometric analysis, in the context of stress testing, risk analysis or forecasting.
• Experience working with statistical software packages e.g., R, SAS (Statistical Analysis System), Python or equivalent.

*Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, and insurance companies (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) First Nation Institutions including: Band operations, trustees or administrators of pension plans, lending institutions or other related areas providing financial services (f) other relevant areas.
