The position will contribute to the delivery of the National Hydrological Services by providing water resources and applied science expertise that supports the collection, interpretation and dissemination of standardized water resource data and information in Canada. From a solid understanding of the broad scope of water resources, the incumbent will engage in scientific and technical analysis and evaluation of issues regarding water resources through the application of existing and emerging science. The incumbent must work effectively both independently and in team environments and will plan projects and may be asked to supervise junior personnel working on the projects. More specific duties of a potential position may include some or all of the following:
Common elements (PC-02 and PC-03)
- Apply hydrologic principles to the collection and interpretation of water resource data and information.
- Develop hydrologic and/or hydrometric information products.
- Evaluate and assist with the collection, review and presentation of water resources data to improve the understanding and/or management of water resource systems, provide advice on deficiencies, propose updates and modifications as necessary to improve hydrometric monitoring approaches and/or to support transboundary waters issues in Canada.
- Investigate and evaluate new and/or alternative technologies that can be used to improve the measurement of hydrologic variables necessary for effective and efficient monitoring of water resources and to replace and/or augment the use of hydrometric infrastructure.
- Investigate, evaluate, analyze, study, and model water resources systems. This could encompass water management simulations, hydrologic analysis, impact analysis and applying hydrologic and water management computer models as necessary.
- Discuss and evaluate results, and provide scientific guidance and interpretations on hydrology, hydrometry and water management to monitoring technologists, water resources scientists, engineering staff, water management boards and international, federal and/or provincial partners to ensure the highest quality of information on water resources is communicated effectively.
- Guide and coordinate technical staff on various inter-provincial and transboundary water resource projects including the collection, and verification of real-time data used for timely resource management decisions. Coordinate the work with provincial, other federal Canadian and American departmental partners in joint projects.
- Working and interacting with a variety of partners and stakeholders, such as: government or private sector scientists, engineers, senior managers, internal and/or external clients, service providers, academic researchers, industry representatives, community leaders and the general public.
PC-03
- Conduct project management activities including the development of proposals, workplans, timelines and cost estimates as well as the management of human, financial and material resources associated with the projects.
- Manage (or Coordinate) the human, financial and material resources associated with projects.
- Provide water science expertise and advice to upper management related to complex water resources issues.
- Act as an ECCC science representative on international and domestic water management boards.
The purpose of this process is to staff current and future vacant positions within the National Hydrological Services.
A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various language requirements, in various locations, with various tenures (casual employment, acting, assignment/secondment, deployment, term and/or indeterminate) within Environment and Climate Change Canada.

Education:
Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in water resources, geography, physics, geology, chemistry or some other science relevant to the position.
Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
Experience:
PC-02 & PC-03
*Recent and/or **Significant experience in conducting hydrologic or hydrometric projects or studies.
*Recent and/or **Significant experience in data management, analysis and review, including applying statistical principles.

*Recent experience in the development, evaluation, adaptation, and application of hydrological models.
*Recent and/or **Significant experience in planning and conducting field campaigns for the acquisition of relevant water resources data in lake and river environments (e.g. hydrometric, hydrological, environmental, DEM data).
*Recent experience with geospatial data and in the use of standard GIS tools (e.g., ARC-GIS, Q-GIS, MapInfo).
*Recent experience in use and application of programming languages (e.g. Python, R, Javascript) and tools used in water resources engineering computer programming and software development (e.g., Linux, git, conda)
*Recent experience in applying statistical data analysis methods to evaluate the performance of numerical models
*Recent experience in evaluating transboundary waters issues in Canada
*Recent experience in developing and/or and maintaining partnerships with internal and/or external groups or organizations.
PC-03
*Recent experience in leading working groups and/or project teams.
*Recent experience in the management of transboundary waters in Canada
*Recent experience in providing strategic advice on water-related scientific issues to senior management.
