The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Its mandate includes being ready to conduct a federal general election, by-Election or a Referendum by having the best electoral lists possible. To this end, Elections Canada maintains a permanent list of electors entitled the National Register of Electors (NROE) which includes personal data and addresses of more than 27 million electors. As well, to increase lists quality for youth aged 18-24 years old, the Register of future electors is also maintained. These registers are updated using data from over 45 various federal, provincial and territorial data suppliers/partners as well as quality assurance/survey projects. Through this selection process, chosen candidates will be key in maintaining both of these registers while ensuring the highest quality possible in order to support the democratic process.
The immediate intention of this process is to staff one (1) indeterminate position with Bilingual Imperative - BBB/BBB linguistic profile.
A pool of fully or partially qualified candidates may be established to staff similar positions at the same group and level or equivalent with varying tenures (such as indeterminate, specified period) and various linguistic profiles (BBB/BBB, CCB/CCB, CBC/CBC, CCC/CCC, English or French essential).

EDUCATION:
Post-secondary diploma with acceptable specialization in social science*, statistics, library/archival work** or a law-related field.
* Social science includes economics, political science, sociology, anthropology, history, psychology, geography, criminology and other disciplines associated with social sciences.
** Library / archival work includes gallery and museum type functions.
EXPERIENCE:
Experience performing data analysis on large volumes of data to provide tactical and strategic insights directly to analysts, business owners, and decision makers.
Experience with data visualization, writing reports, and designing and delivering presentations (manager or above).
*Recent and significant experience in providing advice or recommendations on specific issues to management to support decision making.
Experience in leading working groups or teams involved in projects or activities for a period of at least 3 months.
*Recent and significant experience is defined as the depth and breadth of experience that would normally be associated with performing these duties over a period of at least one (1) year within the past five (5) years.

Education:
Bachelor’s degree from a recognized post-secondary institution with acceptable specialization in social science*, statistics, library/archival work** or a law-related field.
* Social science includes economics, political science, sociology, anthropology, history, psychology, geography, criminology and other disciplines associated with social sciences.
** Library / archival work includes gallery and museum type functions.
Post-secondary diploma with an acceptable specialization in computer sciences in the field of programming and databases.
Experience:
*Recent and significant experience in preparing data sets using data processing and analysis software.
*Recent and significant experience performing data analysis and providing reporting using data processing and analysis software.
Experience in using SAS software.
Experience in using database software such as Toad, Golden, SQL Developer, etc.
Experience in reviewing data in multi-user operational databases.
Experience in software testing following improvements or the development of tools.
Experience in supervising employees.
Experience in MS Access programming.
