The screening questions will be used as the primary tool in the screening process and the résumé will be used to substantiate the information provided. Applications that do not clearly demonstrate how the screening criteria are met will be eliminated from consideration.

Duties

The Project Certification Manager is responsible for:
• Leading multidisciplinary specialist teams and managing the delivery of NAC projects through the provision of specialized engineering project management services for the process related to Canadian aeronautical product design approval and the validation of foreign aeronautical product approvals in Canada.
• Providing advice to Transport Canada staff, other government departments, delegates, the aviation industry, associations, international airworthiness organizations and the public on the application of regulations, standards, policies and procedures related to the processes governing aeronautical product design approval.
• Providing support and advice to the Delegation and Surveillance Division in the review of Ministerial delegates’ documented processes for design approval of aeronautical products.
• Supports the evolution of the regulatory framework by participating in international and domestic committees and working groups and by providing leadership and direction for the evolution of processes and policies governing the design approval of aeronautical products.

Work environment

Our office is located at 159 Cleopatra Drive in Nepean, Ontario.

NAC is responsible for approving new and modified aeronautical products built or operated in Canada by:
• reviewing and verifying design and performance data;
• supervising and performing ground and flight tests;
• awarding Transport Canada Type Certificates;
• continuing airworthiness of aeronautical products.

Intent of the process

The results of this process will initially be used to staff one English essential position on an indeterminate basis.

A partially or fully assessed pool of candidates may also be created to be used to staff positions with various linguistic profiles, as required at future dates within Transport Canada.

Education
ED: Graduation with a degree from a recognized post-secondary institution in an engineering specialty relevant to the duties of the position.

OR

Occupational Certification

OC: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Note: Candidates will be asked to provide proof of education or eligibility for certification.

Degree equivalency

Experience

EX1: Significant* and recent** engineering experience in design, development, testing, certification, in-service support or airworthiness of aeronautical products or experience in project management within a technical environment.

*Significant is defined as having 5 or more years of experience whilst progressively acquiring increased responsibilities
**Recent experience is defined as within the last 10 years.

Experience

AEX1: Experience in applying safety and risk management concepts and principles within a technical environment.
AEX2: Experience in providing guidance to others on the interpretation or application of Civil Aviation regulations, standards or guidance material related to Aircraft Certification process or Delegation.
AEX3: Experience in managing product certification programs.
AEX4: Experience in managing civil aeronautical product certification programs.

AK4: Knowledge of the Foreign Civil Airworthiness Requirements and related bilateral agreements with TCCA.
AK5: Knowledge of processes and procedures governing design approval of Civil aeronautical products in Canada.
