Intent of the process

A pool of candidates will be established and could also be used to staff PE-01 and PE-02 positions with various tenures, titles and security requirement using different staffing mechanisms (deployments, indeterminate/determinate appointments, actings, assignments/secondments, Interchange Canada, casuals) in various Human Resources disciplines within Employment and Social Development Canada.

EDUCATION

• Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

*The degree must successfully be completed by April 30, 2023.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

• Experience conducting research, analyzing and processing client requests in a client service environment.

PE-02 POSITIONS ONLY

• Significant** experience providing options and recommendations to clients in a human resources discipline.

**Significant is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately twelve (12) months.

• A minimum of 160 hours of training in the field of informal conflict management / alternative dispute resolution at a recognized institution.
• A degree from a recognized university with an acceptable specialization in the health field: kinesiology, occupational therapy, social work, mental health, psychology or in any field relevant to the duties to be performed.
• Experience providing services or advice to managers related to at least one human resources discipline (Staffing non-EX, Staffing EX, Classification, Talent Management and Leadership Development, Labour Relations, Disability Management, Diversity and Inclusion, Learning, Harassment Prevention and Resolution, Workforce Planning, Conflict Prevention and Resolution, Workplace Mental Health).
• Experience writing briefing material, reports or presentations intended for senior management.
• Experience providing guidance, tools, training or best practices to facilitate duty to accommodate requests.
• Experience in informal conflict management.
• Experience providing neutral services to support the resolution of harassment and violence.
• Experience coordinating, preparing or delivering training material.
• Experience providing accessibility services.
• Experience handling harassment and/or violence occurrences.
• Experience conducting fact-finding investigations.
• Experience in the field of health in relations to disability management such as Kinesiology, Ergo, Nursing, Occupational Therapy or other related fields.
• Experience planning, developing or delivering workplace wellbeing programs or services.
• Experience providing HR advice and guidance to client managers in an HR environment in the federal public service.

PE-01 to PE-03 DEVELOPMENTAL OPPORTUNITY

Some of positions being staffed are part of Human Resources Advisors (PE) recruitment strategy designed to support individuals from the PE-01 to the PE-03 levels, according to the needs of the organization. The Program provides a structured experience composed of segmented work by group/level, supported by training and learning activities, regular feedback and written performance assessments. By doing so, our goal is to increase the breadth and depth of knowledge and experience so that we are more strategically positioned in our service to clients.

For classification positions: Candidates appointed to classification positions agree to undertake a process that will ultimately lead them to a certificate of accreditation in classification. Throughout their development, they will be supervised and guided by experienced and accredited advisors in Organization and Classification (OC), to help them in successfully completing the Treasury Board Secretariat learning curriculum in OC.

ASSESSMENTS

Candidates must meet all the essential criteria in order to be appointed. However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

A variety of assessment tools may be used in the assessment of candidates, such as: written test, Public Service Commission's assessment tools, self-assessment, situational exercise, oral interview and/or reference checks. Note that assessment tools will be administered electronically and virtually.

Please note that asset qualifications and/or a top-down approach may be used at any stage of the assessment process to identify which applications will be given further consideration.

What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

All information obtained throughout the selection process, from the time of application to close of the process, may be used to evaluate the candidates.

At the time of assessment, proof of education will be required. If you were educated outside of Canada, you must have your credentials and/or diploma assessed against Canadian education standards. The public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, through a recognize credential assessment service.
