Intent of the process

A pool of candidates will be established and could also be used to staff PE-04 and PE-05 positions with various tenures, titles and security requirement using different staffing mechanisms (deployments, indeterminate/determinate appointments, actings, assignments/secondments, Interchange Canada and casuals) in various Human Resources disciplines within Employment and Social Development Canada.

EDUCATION

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

EXPERIENCE

• Four (4) years experience as a human resources practitioner.
• Experience interpreting and applying legislation, policy or collective agreement related to at least one human resources discipline.
• Significant* experience analyzing and summarizing information related to at least one human resources discipline.
• Significant* experience overseeing the work of staff which includes providing them with guidance and instructions and setting work objectives.

PE-05 POSITIONS ONLY

• Significant* experience setting, planning and achieving work unit goals.

*Significant experience is defined as having performed the associated tasks for at least three (3) years and have mastered the full range of depth and breadth associated with the experience criteria. The amount, the complexity and the diversity of tasks, as well as the autonomy level will be taken into consideration.

ASSET QUALIFICATIONS (not mandatory but may serve to select candidates - you will only be asked to answer yes or no to the screening questions within the application)

• A minimum of 160 hours of training in the field of informal conflict management / alternative dispute resolution at a recognized institution.
• A degree from a recognized university with an acceptable specialization in the health field: kinesiology, occupational therapy, social work, mental health, psychology or in any field relevant to the duties to be performed.
• Experience providing services or advice to managers related to at least one human resources discipline (Staffing non-EX, Staffing EX, Classification, Talent Management and Leadership Development, Labour Relations, Disability Management, Diversity and Inclusion, Learning, Harassment Prevention and Resolution, Workforce Planning, Conflict Prevention and Resolution).
• Experience writing briefing material, reports or presentations intended for senior management.
• Experience providing guidance, tools, training or best practices to facilitate duty to accommodate requests.
• Experience in informal conflict management.
• Experience providing neutral services to support the resolution of harassment and violence.
• Experience coordinating, preparing or delivering training material.
• Experience providing accessibility services.
• Experience handling harassment and/or violence occurrences.
• Experience conducting fact-finding investigations.
• Experience in the field of health in relations to disability management such as Kinesiology, Ergo, Nursing, Occupational Therapy or other related fields.
• Experience planning, developing or delivering workplace wellbeing programs or services.
• Experience developing, designing or implementing learning programs or learning products.
• Experience applying project management principles, practices and tools in the management of projects.
• Experience analysing, evaluating and validating learning needs.
• Experience providing advice and recommendations to senior management within the Federal Public Service.
• Significant* experience supervising employees, setting work objectives and doing performance reviews.

ASSESSMENTS

Candidates must meet all the essential criteria in order to be appointed. However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

A variety of assessment tools may be used in the assessment of candidates, such as: written test, Public Service Commission's assessment tools, self-assessment, situational exercise, oral interview and/or reference checks. Note that assessment tools will be administered electronically and virtually.

Please note that asset qualifications and/or a top-down approach may be used at any stage of the assessment process to identify which applications will be given further consideration.

What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.
