VERY IMPORTANT NOTE:

Please note that having the asset qualifications are not mandatory in order to apply to this process. Intent of the process

The intention of this selection process is to staff 2 Internal Audit Project Leader (AS-06) positions with the language requirements bilingual imperative BBB/BBB and bilingual imperative CBC/CBC on an indeterminate basis. In addition, there are anticipatory needs for the Senior Internal Auditor positions (at the AS-05 level) with various language profiles (bilingual imperative BBB/BBB) to be staffed on an indeterminate basis. A pool of partially qualified and/or fully qualified candidates resulting from this process may be established to staff similar positions within Global Affairs Canada with various language requirements and/or various tenures, according to the positions being staffed.

ESSENTIAL QUALIFICATIONS:

Education for both the AS-05 and AS-06 positions:

Graduation with a degree from a recognized post-secondary institution.

Eligibility for a recognized professional accounting designation (CPA, CA, CMA or CGA) OR for a Certification from a recognized auditing association (CIA, CGAP and CISA).

Degree equivalency

Experience for the AS-05 positions only:

* Recent and significant experience in developing audit engagement findings, audit conclusions and audit recommendations.

Experience for both the AS-05 and AS-06 positions:

* Recent and significant experience in developing audit engagement plans and audit programs.

* Recent and significant experience in participating in all phases in either internal or external audit engagements.

Experience for the AS-06 positions only:

* Recent and significant experience in preparing and presenting audit findings, audit conclusions and audit recommendations in a report format to stakeholders (e.g. senior management, audit committee members, and/or other external assurance service providers such as the Office of the Auditor General of Canada and/or the Office of the Comptroller General of Canada).

* Recent and significant experience in leading a section of an audit project.

NOTE: For the AS-05 positions:
*Recent and significant experience is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of at least three (3) years acquired in the last seven (7) years approximately.

NOTE: For the AS-06 positions:
*Recent and significant experience is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of at least four (4) years acquired in the last seven (7) years approximately.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS FOR BOTH THE AS-05 AND AS-06 POSITIONS :

AED1) Possession of a recognized professional accounting designation (CPA, CA, GGA and CMA) or Certification from a recognized internal auditing association (i.e. CIA, CGAP, CISA, CRMA) or MBA or MPA or Master’s degree in any other field relevant to the work to be performed.

AED2) Successful completion of at least one of the three Certified Internal Auditor (CIA) exams.

Degree equivalency

AEX1) Experience in the use of audit management software (e.g. TeamMate).

AEX2) Experience in data analytics (e.g., analyzing sets of data from the financial system (SAP) using software such as ACL or IDEA or applying data by other tools such as the enterprise application SAP).

AEX3) Experience using tools such as MS Power Business Intelligence (BI) to report results of data analysis.

CONDITIONS OF EMPLOYMENT:

1. Availability, willingness, and ability to travel occasionally (up to 5 percent of the time) within Canada and abroad for a period of up to two (2) weeks at a time.
2. Availability, willingness and ability to work overtime upon request and on short notice.
3. Willing and able to work in a hybrid model environment requiring working remotely and at the office.
4. Obtain secret security clearance upon appointment and maintain it throughout the period of employment.
