The Office of the Commissioner of Official Languages (OCOL) is a small organization of 160 employees that offers flexible work arrangements (e.g., telework) and a positive, collaborative and bilingual work environment.
The Commissioner of Official Languages is mandated by Parliament. He is therefore independent from the government, but his staff are members of the federal public service and benefit from all the related advantages, including flexible work, competitive salaries and professional development.
During the pandemic, OCOL switched to a modified activity-based workplace design, where most employees are no longer assigned to a specific workstation (cubicle). OCOL’s office space has therefore been reorganized to optimize in-person work by focusing on developing strong and healthy interpersonal relationships, maintaining team unity, and sharing knowledge and experiences in informal settings. The office space has quiet rooms, meeting rooms and many collaborative areas for teamwork. Employees have laptops, and Wi-Fi access is available throughout the office. The eco friendly building is located at 30 Victoria Street in Gatineau, Quebec, and is close to public transit, parking, bike and walking paths, shops and services. The building also offers indoor bike storage and changing rooms with showers.
Given the way in which the COVID-19 pandemic is evolving, OCOL anticipates a return to the office in person in October 2022. The organization will have a hybrid workplace focusing on a flexible work approach that enables employees to perform their duties from different work locations (e.g., the position’s designated work location and the employee’s home), when feasible and with management’s approval.
OCOL administers the compensation of employees directly in its offices in Gatineau. Therefore, it is not serviced by the Pay Centre in Miramichi. In this regard, all compensation transactions are carried out on site.
The intent is to staff multiple positions with various tenures.
A pool of qualified candidates resulting from this process may be established and used to fill this positions and similar positions with various tenures and security requirements. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created and in consultation with human resources / management.

EDUCATION
A bachelor’s degree from a recognized university or a satisfactory score on the PSC test approved as an alternative to university graduation.
EXPERIENCE
Recent and significant* experience in gathering, and analyzing information;
Recent and significant* experience in preparing written material such as briefings, reports, recommendations and/or presentations.
*Recent and significant” is defined as the depth and breadth of experience normally associated with full-time performance of duties for approximately 2 years in the last 4 years.

TRAVEL RELATED TO THE SELECTION OR APPOINTMENT PROCESS: Please note that candidates (including employees of the Public Service) will not be considered to be in travel status or on government business and that travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs. Minimal reimbursement of relocation expenses could be offered if the selected candidate moves as a result of an employment offer.

A written test and an interview may be administered. Interviews may be conducted in person, by phone, or by videoconference.
Reference checks may be sought.
A top down approach and/or random selection may be invoked at any stage in this process to limit numbers of candidates, or for appointment purposes.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
