Work environment

Please be advised this process will be used to staff positions in the new department of Indigenous Services Canada. The creation of Indigenous Services Canada is an important development in our renewed relationship with Indigenous peoples. These structural changes will allow our government to work more effectively with Indigenous partners to provide services that improve people’s day-to-day quality of life.

Indigenous Services Canada (ISC) works collaboratively with partners to improve access to high quality services for First Nations, Inuit and Métis. Our vision is to support and empower Indigenous peoples to independently deliver services and address the socio-economic conditions in their communities.

Due to the COVID-19 Pandemic, some employees of Indigenous Services Canada are currently working remotely. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces. Therefore, this opportunity may initially be a remote working opportunity. When it is deemed safe to return to the workplace, the opportunity will be in an Indigenous Services Canada office located in Regina, Saskatchewan.

Intent of the process

The intent is to staff this position via the Aboriginal Peoples Employment Program, which aims to strategically increase Aboriginal representation within the First Nations and Inuit Health Branch. As such, Organizational Needs may be applied and first consideration may be given to candidates self-identifying as belonging to Aboriginal peoples.

A pool of qualified candidates will be established and may be used to staff similar term and/or permanent positions, actings, assignments/secondments, or deployments only in Saskatchewan.

Education:
A secondary school diploma or employer-approved alternatives*.

Note: the employer-approved alternatives to a secondary school diploma are: A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
1. Significant experience* in the delivery of social or health benefit programs.
2. Experience in developing and/or maintaining relationships with stakeholders or clients
3. Experience working effectively with First Nations, Inuit, or Metis people or Indigenous organizations.
4. Experience leading a work group.**
5. Experience providing advice or recommendations to management on policy, program or client-service related issues.
*Significant experience is defined as having the depth and breadth of experience that would normally be acquired over a period of 1 year or more.

**Please note that experience leading a work group may be gained through showing leadership in a variety of settings, including but not limited to: participation in a project team, a volunteer-work setting, a committee, or school/university group assignments.

• Bachelor’s degree or higher studies from a recognized post-secondary institution in a field related to the position.

Experience:
• Significant experience* overseeing the delivery of services to a client group
• Experience preparing written documents such as proposals, briefing notes or business plans.
• Experience in budget management (i.e. management of program funding, expenditures, program allocations or forecasting).
• Experience in monitoring contracts, grants, contribution agreements, or funding arrangements.
• Experience with community and/or capacity development practices.
• Experience working in a call centre.
• Experience supervising teams of employees.
