Duties

Accountable to the Director, Public Participation in the Energy Adjudication Business Unit, the socio-economic specialist’s primary focus will be to coordinate and/or support the Canada Energy Regulator (CER) in the delivery of a voluntary interest-based and confidential way for landowners, Indigenous peoples and other land users to resolve disputes throughout the lifecycle of CER regulated projects. The CER regulates pipelines and electrical transmission lines across Canada, specifically lines that cross provincial boundaries and the border into the United States. The successful candidate will also provide professional advice to CER staff and Commission Members on all socio-economic matters related to the energy industry (e.g., impacts on landowners, Indigenous people, communities, land use, etc.).

The Socio-Economic Analyst may also be assigned to develop policies, guidance and tools to support engagement with Indigenous people and stakeholders throughout the CER’s regulatory programs. They will be required to apply socio-economic principles and build internal and external support for a CER-wide approach.

Education:
Graduation from a recognized university with a degree in Indigenous studies, anthropology, political science, industrial relations, economic science, engagement and conflict resolution, public policy or a related field.

Degree equivalency

Professional Designation:
Registered as a Qualified Mediator (Q.Med.) with the ADR Institute of Alberta or other similar provincial/territorial professional bodies.

Experience:
E1 Experience* working or engaging with individuals, groups or communities on topics such as/related to regulatory issues, energy industry, land acquisition and other issues related to the work of the Canada Energy Regulator.

E2 Experience* providing advice, guidance and coaching to senior leaders and others on, among others, alternate dispute resolution issues.

E3 Experience* in research and analysis of information from a wide range of sources and providing strategic advice or recommendations.

E4 Experience* working with other federal/provincial departments and agencies, industry, associations and private individuals specific to issue resolution.

*Experience is defined as the depth and breadth of experience normally acquired over a period of three (3) to five (5) years.

Information on employment equity

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The Canada Energy Regulator has a classification system that differs from the greater public service. This NEB-09 position is similar to an EC-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2021 NEB-09 $88,853 to $108,098

The Canada Energy Regulator has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance (Calgary, AB location only) which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
