Indigenous Services Canada (ISC) provides social, economic, and health programs and services to First Nations, Inuit and Métis. Intent of the process

A pool of qualified candidates may be established and may be used to staff similar positions with various locations, linguistic profiles and/or requirements as well as tenures (Acting, Assignment, Deployment, Secondment, Determinate, and Indeterminate appointments) and/or security clearance (reliability or secret), which may vary according to the position being staffed.

By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC may be shared with other government departments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EX1 Significant* experience managing complex** projects or processes involving different and competing interests, including federal, provincial or territorial interests.

EX2 Significant* experience leading consultations involving wide-ranging interests from multiple parties***.

EX3 Significant* experience in analyzing and reconciling a wide range of government legislation and policies at the federal or provincial level.

EX4 Significant* experience participating in complex**, multiple party*** negotiations with Indigenous groups, different levels of government or industry.

EX5 Significant* experience developing short and long term strategies for success related to complex** land negotiation and implementation issues.

EX6 Significant* experience leading multidisciplinary teams and contractors.

EX7 Experience managing human**** and financial***** resources.

*Significant experience is understood to mean the depth and breadth of the experience associated with having performed a broad range of various related activities which are normally acquired over a period of at least three years.
**Complex is defined as including at least 3 of the following characteristics: high profile (e.g. public or media attention), multi-stakeholder, multi-jurisdictional (e.g. federal-provincial/territorial), third party interest; requiring multiple consultations; high impact, historical or other factors that can be demonstrated as complex.
*** Multiple party is defined as a minimum of three parties with differing viewpoints.
**** Human resources management is defined as direct accountability for directing and managing staff. Examples of managing HR may include implementing HR strategies to ensure workforce capacity to meet operational needs, developing work plans, assigning work priorities, setting performance objectives and performance indicators to measure results, assessing performance, recruiting and resolving HR issues. Applicants must provide the number of staff they lead/supervise.
***** Management of financial resources is defined as direct accountability for managing a budget. Examples of managing financial resources may include delegation for budget, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, contracting, etc. Applicants must include the size of the budget they managed directly.

Post-secondary education or certification specializing in Negotiations, Consensus Building or any areas of specialization relevant to the position.

Degree equivalency

ASSET EXPERIENCE:
AEX1 Experience negotiating financial compensation for claims or out of court settlements.

AEX2 Experience leading and supervising a negotiation or implementation team.

AEX3 Experience in directly leading negotiations with First Nations or Indigenous groups.

AEX4 Experience developing Terms of Reference for compensation negotiation.

AEX5 Experience applying compensation principles.

AEX6 Significant* experience in managing financial and human resources.

*Significant is understood to mean the depth and breadth of experience normally associated with having performed such activities for a minimum of twelve consecutive months.

Candidates must meet all the essential qualifications to be appointed to a position.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.
