Duties

An EG-04 Project Officer (NCR) / Project Manager (Regions) works under the guidance and direction of the Senior Project Manager (NCR) / Project Team Lead (Regions). Primary responsibility is to assist in all aspects of delivering real property projects including; assisting in the preparation of technical project related documentation, working with contract and procurement specialist to resolve anomalies and bottlenecks in the process, collects data and inputs on real property projects from various sources, identifies and follows up on anomalies in the data and drafting of reports, and participates in site inspections and surveys to address specific assigned aspects of projects.

This may include projects across Canada including the Territories. The work requires a considerable degree of initiative, judgement, innovation and responsibility; frequent visits to construction sites which may include isolated and remote areas, involving overnight absences from home. Visits and inspections will often require maneuvering in restricted, irregular and/or confined spaces, over and around equipment and obstacles.

Intent of the process

The immediate need is to staff three positions on an indeterminate basis, with various linguistic profiles and an Enhanced RCMP Reliability clearance.

A pool of candidates may be established and may be used to staff anticipatory positions in Ottawa (Ontario), Halifax/Dartmouth (Nova Scotia), Fredericton (New Brunswick), St John’s (Newfoundland) and/or Surrey/Whitehorse (BC/YK).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EXPERIENCE
Recent experience in the delivery of real property projects, either as a member of a multi-disciplinary project team or in working with a Project Manager or other real property professional.

Recent experience with the involvement or coordination of purchasing goods and/or services in the delivery of real property projects

Recent experience in reviewing real property/ project documentation and writing reports related to real property / project management projects.

Recent experience in at least three of the following real property project activities:

• Client requirements / functional programming
• Design/construction drawing review
• Estimating
• Budget control
• Scheduling
• Security clearance management
• Contract management
• Construction management
• Site review / inspection
• Move management
• Project reporting
• Project close out

Note: “Recent” is defined as having attained two years of experience within the last five (5) years

ASSET EDUCATION
Successful completion of approved post-secondary school training in architecture/architectural technology, engineering, construction, interior design or related disciplines.

Multiple credits towards accreditation or full accreditation as a Project Management Professional via the Project Management Institute or Prince II Foundation Accreditation or other recognized Project Management Accreditation

Degree equivalency

ASSET EXPERIENCE
Experience using computer aided design software (AutoCAD preferred).
Experience in applying, technical or trades knowledge within a construction environment.
Experience in developing project schedules.
Experience in developing project estimates.
