Assessment accommodation

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Intent of the process

The immediate need is to create a pool of qualified candidates to staff temporary and/or permanent positions, (including acting appointments and deployments) and other similar positions.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed, or an acceptable combination of education, training and/or experience.

Notes:
• At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

• Experience extracting and conducting analyses of electronic data.
• Experience troubleshooting and/or problem solving with at least three of the following operating system platforms: Android, iOS, Windows, Linux or Macintosh.
• Experience preparing technical reports.

ASSET QUALIFICATIONS

• A Computing Technology Industry Association (CompTIA) A+ certification or industry equivalent.
• A CompTIA Network + certification or industry equivalent.

• Experience using forensics tools such as X-Ways, Cellebrite, Magnet Forensics, Accessdata FTK.

• Experience in managing Windows Server (including legacy Windows Server) environment.

• Experience in the application of forensic techniques and software applications designed for data analysis, such as password decryption, file systems recovery and extraction.

The following will be applied / assessed at a later date (essential for the job)

• Knowledge of the procedures used to document and preserve the integrity of evidence or exhibits.
• Knowledge of advanced information technology concepts including network protocols, component integration, networking, data storage and operating systems.
• Knowledge of scripting and programming in order to automate processes in support of forensics or system administration.

Conditions of employment

Top Secret security clearance - of the RCMP.

All applicants for positions within the Royal Canadian Mounted Police will be subject to a thorough security clearance process which includes an interview wherein questions may include (but not limited to), reference checks, previous employment, on-line activities, credit checks, alcohol and/or drug use.

All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.

• Willingness and ability to provide expert testimony in court.
• Willingness and ability to travel for work and/or training purposes using various modes of transportation, including owned or leased government transport, commercial and light aircraft and up to and including remote locations.
• Willingness and ability to maintain a valid class 5 driver's license.
• Participation in the Technological Crime Understudy Program and continuous study in the field of digital forensics.
• Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.
• Willingness and ability to work overtime, as required.
• Willingness and ability to work shift work (24 hours a day, 7 days a week and 365 days a year).
• Willingness and ability to work in adverse, unsanitary and sometimes hostile environments while assisting with the collection of digital evidence.
