Border services officers (BSO) at air, land, marine and postal ports of entry (POE) across Canada facilitate legitimate trade and travel while preventing prohibited goods and inadmissible people from entering the country.

Applications will be pulled from the Public Service Resourcing System (PSRS) inventory based on the CBSA’s organizational priorities and operational needs to achieve a diverse, high-functioning frontline workforce. As such applications from candidates who self declare in one or more of the following groups may be prioritized for assessment:
- Candidates belonging to one or more Employment Equity (EE) group (Aboriginal* peoples, persons with disabilities, members of visible minorities and women),
- Candidates who wish to be considered for bilingual positions,
- Candidates who express their willingness to work at a small, remote and rural POE.
*Referred throughout the post as Aboriginal peoples, as stated in the Employment Equity Act (EEA).
Information regarding EE that is collected helps the Public Service fulfill its obligations under the EEA, the Canadian Human Rights Act and the Public Service Employment Act. The self-declaration information you provide will be held in the strictest confidence under the Privacy Act.
Candidates who are selected from the PSRS inventory will be given further consideration in the assessment process, and the remaining candidates MAY be assessed at a later date, however applying to the job advertisement does not constitute a candidate’s participation to the selection process. The CBSA is not required to assess all candidates before closing the selection process. Please note that although the CBSA can filter applications based on the organizational priorities and operational needs listed above, the PSRS system uses random selection when pulling the applications from the inventory.

The foundation of a career as a BSO with the CBSA is built on ensuring people have the right qualifications and are provided with the knowledge and training to work in an armed law enforcement environment. To become a BSO, candidates must complete all the pre-requisites of the recruitment process in order to be invited to train at the CBSA College.
Important Decision Point:
When you apply to this CBSA Officer Trainee - Developmental Program selection process, you need to be aware that you are committing to accepting an assigned posting anywhere in Canada; which may include small, remote and rural POEs. You need to fully understand and embrace the commitment you are making.
You will be asked to participate in a Duty Placement Process (DPP), which follows a transparent, equal opportunity, and unbiased process. The DPP will determine your work location, and postings will be assigned based on operational requirements. Various POEs will be available and you will be given the opportunity to indicate your preference; however, there is a chance you may be assigned to an area of Canada that is new to you. Please see the Directory of CBSA Offices and Services, linked at the beginning of the advertisement, for general information regarding the POEs that may appear on the DPP list.
CBSA employees, including officer trainees, must adhere to the principles outlined in the Values and Ethics for the Public Sector and the CBSA Code of Conduct.
Federal public servants, which includes officer trainees and recruits, must be fully vaccinated. The criteria for being considered ‘fully vaccinated’ are based upon guidance from the Public Health Agency of Canada (see link at the top of the advertisement for the COVID-19 vaccination requirement for federal public servants).

The intent of this process is to establish a pool of qualified candidates to participate in the Officer Induction Training Program (OITP) by attending the CBSA College and participating in on-the-job training. When you apply to this selection process, you are not applying for a specific job, but to an inventory of applicants.
The CBSA provides intensive in-person training prior to becoming a BSO through the OITP, along with on-the-job development once you are assigned to a POE.
Following successful completion of the recruitment process, candidates must successfully complete:
Officer Induction Training Program
-five (5) weeks of facilitated distance learning.
-thirteen (13) weeks of in-residence training at the CBSA College in Rigaud, Quebec.*
While participating in the OITP, you will be provided a tax-free allowance of $125 per week to cover basic expenses. While attending in-residence training at the CBSA College, you will be provided with accommodations (private room with individual bathroom and meals).
*Note that the training curriculum has been amended due to COVID-19 and may be subject to further change.
Officer Induction Developmental Program
-Recruits graduate from the CBSA College at the FB-02 group and level as CBSA officer trainees, receiving a salary of $69,423 to $77,302 (salary currently under review).
-CBSA officer trainees will be placed at a POE following graduation, where they will participate in an on-the-job-development phase.
-After a minimum of twelve (12) months of the on-the-job-development phase as a CBSA officer trainee (FB-02), successful officer trainees embark on their careers as BSOs with the CBSA.
Upon successful completion of the development program at an assigned POE, CBSA officer trainees are promoted to BSOs at the FB-03 group and level and the annual salary will increase to $75,100 to $89,068 (salary currently under review). Bilingual officers will receive a bilingual bonus of $800 per year should they obtain the bilingual imperative level which is BBB/BBB.
Once you become a CBSA officer trainee, after only three months on the job, you will receive dental benefits, and after six months, you will receive health and pension benefits.
Due to the enforcement role of the CBSA and the sensitive nature of the work that BSOs perform, candidates must be able to obtain an Enhanced Secret security clearance. The CBSA carefully assesses the integrity of new applicants with regard to security risks. EDUCATION
- A secondary school diploma or employer-approved alternative*.
Notes :
- Proof of an educational credential that is higher than the education required may be acceptable. For example, proof of a bachelor’s degree would be acceptable when a secondary school diploma is required.
- Candidates with foreign credentials must provide proof of Canadian equivalency. Consult the Canadian Information Centre for International Credentials website for further information, which is linked at the top of the job advertisement. - Equivalencies granted by provincial and territorial authorities (e.g. General Education Development Certificate which is a secondary school equivalent) will be accepted.
- Candidates who meet the following criteria must always be accepted as meeting the prescribed secondary school diploma requirement for the FB Group only: (a) Those who were converted on an indeterminate basis to a Border Services (FB) position; or (b) Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position and already have attained a satisfactory score on the Public Service Commission approved as an alternative to a secondary school diploma; or (c) Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position via an acceptable combination of education, training and/or experience.
- A satisfactory score on the Public Service Commission’s General Intelligence Test (GIT-320)has been approved as an alternative to a secondary school diploma.

ASSET QUALIFICATIONS
EDUCATION
- Graduation with a minimum two-year college diploma from a recognized post-secondary institution.
- Graduation with a degree from a recognized post-secondary institution. A degree is a baccalaureate or higher level degree, as established by educational authorities.
- Graduation from a recognized post-secondary institution with a specialization in one of the following: Law, Law Enforcement, Policing, Criminology or Law and Security, or specialization in a field relevant to the position.
EXPERIENCE
- Experience working in a law enforcement environment relevant to the position.
- Recent experience* as a Student Border Services Officer (SBSO).
Note: Recent experience is defined as having performed the duties of an SBSO for a period of at least one full Federal Student Work Experience Program or CO-OP term within the last two years.
- Significant* Canadian Armed Forces (CAF) experience.
Note: Significant is defined as having been employed by the CAF for at least 3 consecutive years. Serving members and veterans may qualify. A veteran is defined as having served in the CAF and been honorably discharged.

CONDITIONS OF EMPLOYMENT
- Successful completion of the CFSC and the CRFSC and pass the tests.*
- Possess and maintain a valid, unrestricted driver’s license that allows the holder to drive a motor vehicle in Canada.*
- Obtain and maintain an Enhances Secret security clearance as per CBSA Security Standards.
- Possess and maintain a valid Standard First Aid Certificate from a qualified provider approved by any province or territory in Canada, and as defined in Part XVI of the Canada Occupational Health and Safety Regulations.
- Carry, use and maintain CBSA-issued defensive equipment, in accordance with the CBSA's policies and directives. (The duties of a CBSA officer trainee will require you to carry and use a duty firearm as well as other defensive equipment such as oleoresin capsicum spray and a baton in accordance with the CBSA's policies and directives. You must meet and maintain the medical, behavioural, psychological and physical requirements and to re-certify in the use and maintenance of the duty firearm and defensive equipment.)
- Work various shifts on rotation, weekends, as well as statutory holidays.
- Wear and maintain a uniform as per the CBSA Uniform Policy and Standards of Appearance.
- Work overtime as required.
- Operate a government vehicle.
- Travel as requested (in Canada, Continental USA and/or International).
- Undergo a medical examination for isolated posts.
- Obtain and maintain a Transportation Security Clearance as required.
