Intent of the process

The intent of the process is to staff indeterminate positions. A pool of candidates may be established to staff similar positions on an indeterminate or temporary basis at the Bilingual Imperative BBB/BBB level and various security clearance (reliability or secret), which may vary according to the position being staffed at Transport Canada.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE
EX1 : Significant** technical experience in the software development life cycle of digital services***.

EX2 : Significant** experience working collaboratively with multidisciplinary
teams in the development and/or maintenance of digital services*** to meet business
needs.

EX3 : Recent* and significant** experience providing technical advice and recommendations to management, clients, or work teams for the purpose of supporting the delivery of digital services***.

EX4 : Experience conducting technical options analysis to address business and/or technical requirements.

Definitions:
* Recent: experience acquired within the last five (5) years.
** Significant: experience normally acquired over a period of three (3) years.
*** Digital Services refers to the electronic management and/or delivery of information including data and content across multiple platforms and devices. This definition encompasses both Information Technology and Information Management.

ASSET QUALIFICATIONS

EDUCATION
ED1: Any recognized IM/IT professional certifications.

Degree equivalency

EXPERIENCE:
AEX1: Experience with User-Centered or User Experience design principles and practices.

AEX2: Experience working on an agile software development team.

AEX3: Experience with DevOps or DevSecOps.

AEX4: Experience in the development and/or maintenance of cloud-based solutions, including but not limited to, supporting IT security assessment activities as it relates to cloud-based solutions.

AEX5: Experience in configuration and/or development with Microsoft Dynamics CRM and/or Microsoft Power Platform.

AEX6: Experience in the development and/or maintenance of applications leveraging the .NET Framework.

AEX7: Experience in the integration with, and/or configuration of, Commercial Off The Shelf (COTS) based line-of-business applications.

AEX8: Experience in development of Web APIs and/or Web Services and/or Microservices.

AEX9: Experience developing software and integration based on one of the following SQL database platforms: MySQL, PostgreSQL, Oracle, or MS-SQL Server.

AEX10: Experience in data modelling.

AEX11: Experience in leveraging Business Intelligence tools as a part of a solution delivery.

AEX12: Experience in gathering and analyzing client business requirements in the context of information technology projects.

AEX13: Experience in writing formal documentation, such as any of business cases, Statement of Work, Statement of Requirements, service level agreements, IM/IT processes or guidelines, standard IT operational service procedures, configuration instructions, IT system administration guides, and/or other client-facing documentation.

ORGANIZATIONAL NEEDS
Preference may be given to self-identified Employment Equity candidates to address branch and / or departmental objectives.

OPERATIONAL REQUIREMENTS
Must be willing to travel occasionally and occasionally be required to work overtime, on short notice in the evenings and over weekends.
