On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Duties

Define, document, develop, deliver, monitor and evaluate regional OHS policies, programs and strategies to reduce health and safety risks and workplace hazards, ensure compliance with OHS legislation, regulations and Government of Canada and Departmental policies.

Monitor Workers’ Compensation claims and providing OHS related advice on regional business continuity planning activities and evacuation procedures.

Conduct and collate comprehensive research, analysis and data related to regional workplaces to assess proactive measures to reduce risks and hazards that impact organizational health and safety.

Interpret Government of Canada OHS legislative, regulatory and policy requirements to ensure the regional OHS programs and policies are compliant and adapted as required and provide authoritative, expert, strategic OHS advice and guidance to regional employees, managers and regional OHS Committees.

Plan, review, update and deliver OHS training, promotional and educational material to regional employees and managers to raise awareness of OHS legislative, regulatory and policy requirements.

Plan, conduct and advise on various regional OHS incident or accident investigations, reviews, audits, studies and projects to assess the efficacy of the regional OHS program. This includes coordinating requests for environmental health investigations and occupational health evaluations.

Develop, maintain and promote effective relationships with regional regulatory bodies, bargaining agents, Justice Canada lawyers, regional OHS Committee members and regional OHS colleagues to facilitate the exchange of information/best practices and ensure adherence to policies and procedures.

Successful completion of secondary school or an acceptable combination of education, training and/or experience

Degree equivalency

Recent* and sufficient** experience in the development and/or administration of an Occupational Health and Safety (OHS) program in an operational work environment.
Recent* and sufficient** experience in providing OHS advice and guidance to managers, regional or workplace OHS committees or representatives within an unionized environment***.
Recent* experience in the development and/or delivery of training and awareness materials/sessions.
Recent* experience in interpretation, development and/or application of OHS legislation, regulations and/or relevant policies and standards.
Experience using MS Office Applications (Examples: Word, Excel, Power Point, Outlook, MS Teams, Planner, One Note).
* Recent experience is defined as within the last five (5) years.
** Sufficient experience is defined as experience associated with having performed a range of related activities which could normally be acquired over a period of approximately one (1) year.
*** Experience limited to participating in OHS committee meetings as a member, will not be sufficient.

Degree equivalency

Certified Canadian Registered Safety Professional Designation

Experience working with workers compensation boards.
