Duties

1. Develops, implements and manages aviation safety oversight plans (including assessments, validations, audits and inspections) for individuals, enterprises, organizations and Minister’s delegates.
2. Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CAR’s), and manages the oversight of Ministerial delegation to others.
3. Manages the research, identification, assessment and documentation of risks to safety, and recommends and implements potential risk management solutions and approaches.
4. As a subject matter expert in flight operations, airspace and aerodromes, communicates with individuals, including Accountable Executives, senior managers and representatives of enterprises and other organizations on all aspects of the Civil Aviation safety oversight program.
5. Identifies cross-functional issues of interest to other internal and external stakeholders and engages subject matter experts from a variety of areas regionally, nationally and internationally to deliver the Civil Aviation oversight program.
6. Oversees the horizontal integration of the Civil Aviation safety oversight program, managed holistically through multi-disciplinary teams within a matrix management model.
7. Influences, integrates and promotes governmental, departmental and Civil Aviation key priorities, commitments and initiatives across technical specialties.
8. Manages and directly supervises assigned human, financial and material resources, as well as Occupational Safety and Health (OSH) and administrative requirements; as required, leads / participates in multidisciplinary teams; and participates as a member of the Regional Operations Division Management Team.
9. Maintains pilot qualifications for operational duties; and maintains Professional Aviation Currency by flying Transport Canada and industry aircraft and/or through simulator programs.

EDUCATION:
Successful completion of secondary school or an acceptable combination of education, training and/or experience.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
Possession of a valid Aviation Document Booklet;
Possession of a valid Category 1 Aviation Medical;
Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical); and
Possession of a valid Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the license;

Or

Possession of a valid Aviation Document Booklet;
Possession of an valid Category 1 Aviation Medical;
Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical); and
Possession of a valid Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence.

EXPERIENCE:
Experience applying risk management concepts and principles.
Experience as a Chief Pilot or an Operations Manager in 704 or 705 operations.
Experience in planning, coordination, management, or execution of the delivery of aviation flight operation activities.
Recent* experience in managing or supervising** a team or workforce.

*Recent is defined as within the last three (3) years.
**Applicants must clearly demonstrate that they have managed or supervised staff and/or a team by assigning work demonstrating that they have performed the majority of the following duties: following up on due dates, establishing required resource levels, reviewing work, establishing operational plans, budgets and performance standards. (Please indicate the number of staff and/or team members managed or supervised directly and length of time).

MINIMUM FLIGHT TIME:
Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes;

OR

Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in medium or heavy category helicopters.

ASSET QUALIFICATIONS:
Experience of 1000 hours Pilot-in-Command (PIC) in multi-engine aircraft.
Hold or have held a Class 1, or Class 2, or Class 3 Flight Instructor Rating.
Experience as a Pilot-in-Command in 702, 703, 704 or 705 operations.
Experience as an Approved Check Pilot (ACP), Pilot Examiner (PE), or Training Pilot.
Experience as a crew member on turbo-prop or turbo-jet aircraft greater than 100,000 lbs.
Experience in managing projects.
Experience in conducting investigations.
Experience in supervising multi-disciplinary teams.
