The result of this selection process will be to create a pool of qualified candidates which may be used to fill future permanent or temporary vacancies (including term, acting, or assignment).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
ED1. A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.

OR

Occupational Certification

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

*Eligibility means that a candidate has met all academic and occupational requirements, including those with respect to degrees, examinations, and experience, without having to have obtained or maintained actual registration, certification or membership in a professional association. Candidates with foreign education credentials must provide proof of Canadian equivalency.

Degree equivalency

EXPERIENCE:
E1. Recent* and significant** experience in providing briefings, advice, guidance and interpretation to senior management (Director level or higher) clients in the areas of:
• Financial Planning;
• Budgeting;
• Forecasting;
• Reporting.
E2. Significant** experience in the use of Integrated Financial Management Systems, including SAP financial system, or SMS & Reporting tools such as Enterprise or Cognos.
E3. Experience in the development AND delivery of training.
E4. Experience in preparing comprehensive business reports, policy interpretation and briefing notes such as but not limited to, business cases, memorandum of agreement/understanding, presentations, or reports for directors and senior executives.

*Recent means within approximately the last 5 years.

**Significant experience refers to primary responsibilities and the depth, breadth and complexity of experience normally associated with performance of the duties on a continuous basis over a period of approximately two (2) years.

OPERATIONAL REQUIREMENTS:
Availability, willingness and ability to work overtime as required.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Please note that within the context of this selection process, travel costs/expenses will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

Any information provided by a candidate through their application or assessment that is deemed to be incorrect or fraudulent will be eliminated from further consideration.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
