*****On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. A pool of qualified candidates will be created following this process, and used to staff permanent and temporary vacancies, of various tenures, within Fisheries and Oceans Canada, Small Craft Harbours, in Winnipeg, MB, and Burlington, ON.

Graduation with a degree from a recognized Post Secondary Institution in civil engineering, or other engineering specialty relevant to the requirements of the position.
Registration as a Professional Engineer or Engineering Intern/Engineer-in-Training in Canada.
The term registration means that the candidate holds certification or membership in a professional association and that the candidate has met all academic and occupational requirements with respect to degrees, examinations, experience, etc. and has obtained or maintained actual registration, certification or membership with a provincial engineering association. Proof of registration will be required to be provided.
Recent* experience working in a multidisciplinary design environment related to construction and maintenance of infrastructure. Candidate must have had responsibility for at least 2 of the following (engineering design calculations, construction drawings, writing of technical specifications, cost estimates).
Recent* experience in contract administration and managing technical consultants and contractors.
Experience in evaluating engineering reports, analyzing results and recommending implementation options in support of infrastructure investment or rehabilitation initiatives.
Experience in project management.
Experience in the use of AutoCAD.
Experience in providing technical advice and recommendations to senior engineers on engineering issues.
Experience in consulting with external stakeholders and regulatory agencies.
*Recent experience is understood to mean within the past three (3) years.
Experience working on construction projects in the Arctic and/or remote locations.
Experience in the design, construction, rehabilitation, repair, and maintenance of harbour structures, or experience in a field of engineering which would contribute to the conduct of these activities.
Experience in leading design projects in a civil engineering environment.
Certification as a Project Management Professional.
Experience in the inspection of civil infrastructure.
Experience managing construction projects related to marine structures.
Experience conducting environmental assessments related to construction projects.
Experience conducting topographic surveys with GPS survey equipment.
Experience conducting bathymetric surveys.
Experience in the use of AutoCAD Civil 3D.
English essential

Reliability Status security clearance

Willing and able to travel, including travel to remote locations by various modes of transportation (e.g. small and large aircraft, all terrain vehicles, boats, helicopter, etc.).

Requirement to work overtime.
Work in adverse conditions such as those found in the marine environment or remote sites.
Work for extended periods (4 days to 2 weeks) in Arctic communities – length of the trip is often extended due to unforeseen circumstances.
