It should be noted that employees appointed to BI-03 positions (Wildlife Biologists III) within this organization are normally responsible for coordinating or leading biological science, monitoring, management and stewardship projects or programs for the conservation of fauna, flora or their habitat. They must also provide expert advice to departmental decision-makers on various issues related to the protection and recovery of species at risk or the management and conservation of migratory birds.
Employees appointed to PC-03 positions within this organization are normally responsible for participating in the delivery of departmental programs pertaining to, for example, environmental impact assessments, environmental regulatory compliance promotion, protected areas planning and management, as well as initiatives to support public participation in nature conservation.
In addition, some employees in BI-03 and PC-03 positions are involved in negotiating agreements or establishing and maintaining partnerships with Aboriginal organizations.
The intent of this anticipatory staffing process is to staff up to seven bilingual imperative positions (BBB/BBB) of various tenures (term, acting, indeterminate) in the Quebec City region. A pool of qualified candidates could be created and may be used for positions in the Quebec City region of various tenures (term, acting, indeterminate) with a bilingual imperative BBB/BBB linguistic profile and various security levels and conditions of employment at Environment and Climate Change Canada

EDUCATION
FOR BI-03 POSITIONS:
• Degree from a recognized post-secondary institution in biology or environmental sciences with a specialization in a field related to the position.
FOR PC-03 POSITIONS:
• Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
EXPERIENCE
FOR BI-03 AND PC-03 POSITIONS:
E1. Experience in coordinating or implementing habitat conservation, species at risk or migratory birds programs, projects or initiatives.
E2. Experience in analyzing, summarizing and formulating recommendations on ecosystem or species conservation issues.
E3. Experience actively participating in negotiating or drafting collaborative or funding agreements with government, non-government or Indigenous organizations.
FOR PC-03 POSITION ONLY:
EX4.Experience actively participating in multi-disciplinary teams or partnerships with government, non-government or Indigenous organizations involved in conservation projects.
ASSET QUALIFICATIONS
EDUCATION
FOR BI-03 POSITIONS:
• Masters or Ph.D. degree in biological sciences or environmental sciences with a specialization in a field related to the position.
FOR PC-03 POSITIONS:
• Masters or Ph.D. degree with an acceptable specialization in physics, geology, chemistry or some other science related to the position.
EXPERIENCE
DEPENDING ON THE POSITION TO E STAFFED
AE1. Experience working in a non-profit conservation organization.
AE2. Experience managing contribution agreements in the federal government.
AE3. Experience using landscape planning and mapping tools (remote sensing and geomatics) and using databases.
AE4. Experience planning and managing protected areas and sites.
AE5. Significant experience*** negotiating agreements or establishing and maintaining collaboration with Indigenous organizations related to natural resource management.
***“Significant experience” is considered to be representative experience of the depth and scope acquired by the applicant in the performance of their duties in a workplace setting for a period of some three consecutive years.

OPERATIONAL REQUIREMENTS
FOR ALL POSITIONS
• Willingness and ability to travel for organizational needs by air, rail, boat or road.
• Willingness to work occasional overtime including evenings and weekends.
