Duties

Indigenous Services Canada (ISC), First Nations and Inuit Health Branch (FNIHB), Ontario Region is looking to recruit Education Practice Advisors to support the delivery of high quality, evidence-based, and culturally appropriate health care services. Duties of the position include but are not limited to the following:
• Conduct monitoring activities (e.g. chart audits), verify compliance with standards, assess/evaluate progress and prepare reports.
• Participate in the identification of training needs for nurses and provide recommendations on the selection of training activities.
• Participate with orientating new hires to community based programs and to working in primary care in First Nations Communities.
• Provide professional support and guidance to nursing professionals and to community-based staff relative to the delivery of primary care services to First Nations.
• Deliver training activities through various modalities: in classroom, virtual and in community.

First Nations and Inuit Health Branch (FNIHB), Ontario Region is committed to providing high-quality and culturally appropriate health care services for the communities that we serve.

The position is full-time and requires the candidate to split their time between their assigned isolated and remote First Nation community (Kitchenuhmaykoosib Inninuwug (Big Trout Lake), Mishkeegogamang (New Osnaburgh), Kaschechewan, Sandy Lake, and Pikangikum) and off-site (designated satellite office or telework). The incumbent may be eligible for overtime and/or rates as per the Travel Directive (National Joint Council).

Intent of the process

The immediate intent of this poster is to staff five (5) indeterminate positions and requires the candidate to split their time between their assigned isolated and remote First Nation community (Kitchenuhmaykoosib Inninuwug (Big Trout Lake), Mishkeegogamang (New Osnaburgh), Kaschechewan, Sandy Lake, and Pikangikum) and off-site (designated satellite office or telework).

The results of this process may be used to staff same or similar English Essential positions with various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) and various security clearance levels within Indigenous Services Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution* with acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Eligibility for registration as a registered nurse in a province or territory of Canada.

EXPERIENCE
EXP 1 - Recent* and Significant** experience providing health care services as a licensed Registered Nurse in one or more of the following areas:

1. Primary Care; or
2. Acute Care or Urgent Care or Emergency Care; or
3. Medical/Surgical Care; or
4. Public Health Care.

Recent* is defined as within the last eight years
Significant** is defined as at least five years’ experience with the candidate performing complex activities related to this task in a wide variety of situations.

EXP 2 - Recent* and Significant** experience providing health care services as a licensed Registered Nurse in remote Indigenous communities in the following areas:

1. Primary Care; and
2. Acute Care or Urgent Care or Emergency Care.

Recent* is defined as within the last five years
Significant** is defined as at least one years’ experience with the candidate performing complex activities related to this task in a wide variety of situations.

EXP 3 - Experience utilizing technology to:
-Follow up, instruct and assess nursing practice; or
-Follow up with clients and families; or
-Consult with and coordinate and develop a plan of care with allied health care providers.

EXP 4 - Experience mentoring and/or teaching nursing students.

ASSET EDUCATION
NURSE PRACTITIONER: Graduation with a Master’s degree in Nursing from a recognized post-secondary institution* or graduation with a degree from a recognized post-secondary institution* in Nurse Practitioner Program with successful completion of approved training in Primary Care, All Ages specialization or some other specialty relevant to the position.

OR

c) For persons proposed for relocation to an isolated post/remote location and who have dependents: a valid Category 1 medical clearance for their dependent(s) in accordance with section 4.2 of the Isolated Post and Government Housing Directive (http://www.njc- cnm.gc.ca/directive/index.php?hl=1&lang=eng&merge=3&did=4&vid=12&pv=1)
d) For persons proposed for relocation to an isolated post/remote location and who have dependents: consent to their dependent(s) to undertake a Category 1 periodic health evaluation in accordance with Appendix A of the Occupational Health Evaluation Standard Schedule (http://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=12561&section=HTML).

Willingness and ability to travel in small aircraft, off road vehicles and by boat in varied weather conditions to communities in remote and isolated areas;

Willingness and ability to work in a rigorous, diverse and often demanding work environment;

Willingness and ability to work overtime, as required;

May be required to be temporarily reassigned to other communities as operationally required;

Willingness and ability to perform on call duties, work after hours, and on weekends as required;

Willingness and ability to complete mandatory education/training relevant to the position;

A valid license to practice nursing in the province of Ontario with a CNO designation of entitled to practice;

Successful completion of the in-class Canadian Heart and Stoke Foundation Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) certifications within the six (6) months from date of application and prior to signing the Letter of Offer.

However, in the event that in-class Heart and Stroke ACLS and PALS course offerings are restricted due to COVID-19, at minimum the candidate must successfully complete the online Canadian Heart and Stroke ACLS and PALS courses within the six (6) months from date of application and prior to signing the Letter of Offer.

Full certification that includes the in-class portion of the Canadian Heart and Stroke ACLS and PALS must be completed at the first available course offering.

- If you are taking these courses solely to meet the conditions of employment requirements as part of this process, then you will be reimbursed for the course fees.
- The courses must have been completed within the last six (6) months from date of application and prior to signing the letter of offer;
- You must have registered for the course after your date of application and you must complete the course prior to accepting an offer of employment in writing.
- You must submit the certification(s) of successful completion.
- Reimbursement can only take place once you become an employee (i.e. after you have accepted an offer of employment in writing and your start date has commenced).
- Should you refuse an offer of employment then reimbursement will not be made available to you.
- You cannot seek reimbursement from Indigenous Services Canada if you have been reimbursed already or if the fees have been covered by another organization.

All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
