On October 6, 2021, the Government of Canada announced its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment. Accommodation requests will be assessed on a case-by-case basis and will be limited to employees who are unable to be vaccinated due to a certified medical contraindication, religion or any other prohibited ground of discrimination as defined in the Canadian Human Rights Act (CHRA).

Presently, the official location (designated workplace*) of the positons to be staffed is Place du Centre, Gatineau in the National Capital Region (NCR). However, due to the COVID-19 pandemic, the Citizen Services Branch employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or the employee’s residence. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.
* Designated workplace: location of work or business address where the employee would work if a telework, hoteling or remote working arrangement was not in place.

You will be required to answer screening questions to demonstrate how you meet the Essential Qualifications (Education and all Essential Experiences).
When answering the screening questions, it is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples of tasks you have accomplished with significant details to explain the WHAT, WHEN, WHERE and HOW you acquired each qualification.
For each experience criteria, please provide the following information:
1- Name of the department or organization where the experience was acquired;
2- Title of the position occupied, group and level and the period(s) in which you performed the functions (M-Y to M-Y)
3- Specific details of tasks or projects demonstrating how the experience was acquired (Situation/Challenge, Tasks, Action and Result)
Should your responses to the screening questions contain insufficient details to demonstrate that you meet the screening criteria, your application will not be given further consideration in this process. Candidates will not be solicited for incomplete or possible missing information.
A pool of qualified candidates will be established and may be used to staff similar position within Employment and Social Development Canada. Once a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool.

Education
➲ Successful completion of two years of an acceptable post-secondary education program from a recognized educational institution in computer science, information technology, information management, business administration or another specialty relevant to the position(s) being staffed, OR an acceptable combination of education, training and experience*.
*For example, two years of Web-related experience on a continuing basis with a secondary school diploma.
Experience
➲ Experience in identifying and analyzing complex* problems and recommending solutions to management (manager level or equivalent and above);
➲ At least one year experience in identifying and analyzing business-related requirements of clients, partners or stakeholders;
➲ Experience in establishing and maintaining collaborative working relationships with clients, partners or stakeholders;
➲ Experience in preparing planning and briefing materials such as briefing notes, reports or business cases.
* Complex is defined as having a minimum of three of the following: multi-year, multi-stakeholder, sensitive issues, regional implications, multi-departmental.

A variety of assessment tools may be used in the assessment of candidates, such as: online written test / situational exercise, performance appraisals, informal interview, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications. Candidates who do not have Second Language Evaluation (SLE) results or whose SLE results have expired or will expire before the creation of the pool, may be required to be assessed for SLE at the beginning of the selection process. If required to do so, candidates must make themselves available on the scheduled testing date unless they have a valid reason which, if any, will be determined by the selection board, and may require a medical certificate/proof.
