WHO WE ARE?
The Public Service Commission’s (PSC) Information Technology group has 110 employees and supports the organization’s mandate in developing custom solutions, providing infrastructure, as well as ensuring high-quality corporate management standards and client services. We have more than twenty in-house applications currently in the process of being re-written and rationalized. In addition, we are currently shifting our operations to cloud-based application deployment and open standards.

WHAT YOU WILL DO ON A DAILY BASIS?
• Conduct high-level analysis, examining complex problems and formulating recommendations on how to resolve them.
• Ensure alignment between IT activities and accepted standards. Enterprise Architecture often helps other areas of the organization in verifying compliance.
• Work with business clients to identify business requirements and solutions that can be used by all areas of the organization.
• Examine the state of the industry to adapt best practices and innovative technologies to the context of the PSC.

As a result of the global pandemic, PSC employees are currently working from home. Should the current telework environment no longer apply, and contingent on the operating model adopted by the PSC, you may be required to report into and work onsite from our Gatineau office. Intent of the process

The results of this process will initially be used to staff one position indeterminately. A pool of qualified candidates may be established to staff identical or similar positions on an indeterminate or term basis within the Public Service Commission in the National Capital Region.

IMPORTANT: This pool may be used to staff similar positions in other organizations within the core public administration. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

Experience
Approximatively ten years of experience in Information Technology or related fields.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Education
Graduation with a degree (a baccalaureate or higher level) from a recognized post-secondary educational program with a specialization in computer science, engineering or similar technical field of study

Degree equivalency

Valid professional Enterprise Architecture certification such as The Open Group Architectural Framework (TOGAF), Zachman or equivalent. Other professional IT certifications such as ITIL, PMP, COBIT, Prince2 will also be considered.

Experiences
Experience working in the field of Enterprise Architecture

Experience in working collaboratively within a multi-disciplinary team on a complex IM/IT Project

Experience in providing IM/IT advice and guidance to those responsible for making technological decisions.

Experience in two or more IM/IT fields such as application development, infrastructure maintenance, IT security, corporate IT management, information management, database administration, etc.

Experience in business analysis, facilitation, process modeling, as well as business requirements gathering and documentation

Experience in client consultation (session facilitation, stakeholder interviews, surveys, focus groups, etc.) and subsequent analysis.

Information on employment equity

On October 6, 2021, the Government of Canada announced details* of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police,** federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
