On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. POSITION TO BE FILLED
STREAM 1: QA ANALYST
As a QA Analyst you will be responsible to conduct quality assurance activities on various corporate IT systems and applications. You will develop and execute software test plans in order to ensure the highest quality product is delivered to our clients.
STREAM 2: BUSINESS ANALYST OR PROJECT MANAGER
As a Business Analyst or Project Manager you will be responsible to liaise with clients and project team members while facilitating project deliverables on behalf of the IT Project Management and Delivery Office.
STREAM 3: PROGRAMMER/DEVELOPER
As a programmer/developer you will be responsible to administer, maintain and improve Commercial Off The Shelf and Custom systems that are critical to Global Affairs Canada’s service offerings for the Canadians locally and abroad.
A pool will be created to fill similar positions within Global Affairs Canada.

EDUCATION (ALL STREAMS)
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE (ALL STREAMS)
Experience working in a team environment in the Information Technology field.
STREAM 1 (QA Analyst)
Experience in testing web-based and/or Client application.
Experience in conducting at least two out of the following types of application testing: Functional, System, Integration and Regression.
STREAM 2 (Business Analyst or Project Manager)
Experience in defining and documenting client requirements and/or creating and maintaining business documentation (workplace or academic setting).
Experience in facilitating communication between business clients, technical support groups and/or others.
Experience in providing options and/or recommendations to clients, stakeholders or others (workplace or academic setting).
STREAM 3 (Programmer/developer)
Experience providing IT services for Commercial Off the Shelf (COTS) products, operating systems and system environments (example: Development, QA, UAT and Production environments) by performing two or more of the following:
- Providing support and maintenance
- Providing technical administration
- Testing and troubleshooting
***ASSET QUALIFICATIONS
STREAM 1 (QA Analyst)
Professional Certification or designations related to the position to be filled such as but not limited to:
- International Software Testing Qualifications Board (ISTQB) Certification
- Certified Software Tester (CSTE)
- Certified Associate in Software Testing (CAST)
STREAM 2 (Business Analyst or Project Manager)
- Professional BA Certification.
- Professional PM Certification.
EXPERIENCE
STREAM 1 (QA Analyst)
Experience using Microsoft Team Foundation server \ Azure DevOPS to write test cases and \ or tracking bugs.
Experience with Windows 10 installations.
Experience with System Center Configuration Manager (SCCM).
Experience with programming languages such as: Java, Javascript, Python, BASIC.
STREAM 2 (Business Analyst or Project Manager)
Experience in process modelling.
Experience in problem solving.
STREAM 3 (Programmer/developer)
Experience working with Adobe AEM platform.
Experience working with Remedy ITSM platform.
