On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. The intent of this selection process is to staff one (1) indeterminate position. A pool of qualified candidates will be established from this process which may be used to staff similar positions within Environment Canada across Canada, with various language requirements and profiles, security levels and employment tenures which may vary according to the position being staffed.

EDUCATION
ED1. Successful completion of an acceptable two to three years post-secondary educational program in the field of information technology, multimedia, Web development, computer graphics, educational or instructional technology, or animation.
EXPERIENCE
EX1. Recent(*1) and appreciable(*2) experience in applying a rigorous design and development process in the conception of interactive online courses using rapid learning tools such as : Adobe Captivate, Adobe Dreamweaver, HTML, CSS, Articulate or Storyline, etc.
EX2. Appreciable(*2) experience in the conception process of e-learning training and/or in finding appropriate and effective solutions to address the concerns of the instructional designers regarding multimedia scripting based on the limitations of the rapid learning tools used.
EX3. Experience in performing quality control on deliverables submitted by the E-learning Team or external providers to ensure compliance with established quality standards.

*2 Appreciable: The candidate has been a primary developer/designer on at least four major projects.

AE1. Recent(*1) and appreciable(*2) experience in using graphic editing tools such as: Adobe Photoshop, InDesign and Illustrator, to create diagrams, concepts and layout templates for graphical elements consistent with the presentation design documents and storyboard.
AE2. Experience in using audio or video editing tools to create professional online training.
AE3. Experience in troubleshooting and resolving issues related to online course interactions that do not publish or report data correctly to a learning management system (LMS);
AE4. Experience to develop innovative and effective graphic products and digital designs for e learning or the Web.
AE5. Experience to apply the Web Content Accessibility Guidelines (WCAG 2.0)
AE6. Experience of work on the Shareable Content Object Reference Model (SCORM)
