Intent of the process

This process will also serve to create a pool of fully qualified candidates for similar PG-04 positions at various locations, tenures (determinate period or permanent), various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), and various conditions of employment within Natural Resources Canada.

The immediate need is to staff a bilingual imperative, CBC/CBC position.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Secondary school diploma or employer-approved alternatives (a satisfactory score on the PSC test approved as an alternative to a secondary school diploma; or an acceptable combination of education, training and/or experience)

Degree equivalency

Experience:
A minimum of two (2) years experience in being accountable for providing services in ONE of the following fields; procurement assessment and planning; acquisition; contract management and in conducting analysis and providing advice on procurement issues.

Knowledge:
Knowledge of the requirements of national and international trade agreements related to procurement and contracting;
Knowledge of federal government legislation, policy and practices related to procurement and contracting.
Knowledge of the procurement process, including what is involved in the various steps.

Ability to analyze complex contracting and procurement problems and provide appropriate solutions;
Ability to provide advice and counsel to managers;
Ability to communicate effectively orally;

Experience in project management
Experience in financial strategy and data analytics
Experience in procurement in one or more of the following fields but not limited to Science, IT, Advertising, Publishing, Printing, Exhibit, Media Relation, Public Opinion Research, Promotional Items, Warehousing, Translation and Event.

Information on employment equity

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Indeterminate employees at the same group and level or equivalent will be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
