Duties

Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.

To deliver on this mandate, FCAC draws on the skills and experience of a broad array of professionals, working at different levels and with different expertise. Working in the Supervision Division of the Supervision and Enforcement Branch, the Senior Supervisor is responsible for promoting, supervising and ensuring federally regulated entities comply with federal consumer protection measures that apply to them. The Senior Supervisor is also responsible to manage the working relationship with a portfolio of regulated entities. From time to time, the Senior Supervisor carries out various industry reviews to identify possible compliance issues and market conduct improvements.

Work environment

Located in downtown Ottawa, with an office in Toronto, and fully equipped to work virtually, FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). Intent of the process

The intent of this process is to staff 1 bilingual position with a designated workspace of either Ottawa or Toronto. This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, various locations, security profiles, and tenures.

Preference may be given to applicants who are members of one or more of the following groups: women, Aboriginal peoples, persons with disabilities and members of a visible minority group.

Volume management strategies may be used at any time during this selection process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Degree from a recognized university in commerce, business administration, law, economics, accounting, or social sciences or an acceptable combination* of education and relevant experience.

*An acceptable combination is defined as a postsecondary education and at least three (3) years of relevant work experience to the position being staffed.

Degree equivalency

E1 - Significant* experience in establishing and maintaining strategic partnerships with multiple stakeholders;
E2 - Experience in conducting investigations, reviews, audits or evaluations;
E3 - Experience in writing reports and/or briefing material (e.g. memos, notes, presentations); and,
E4 - Experience in providing advice to management in a policy or regulatory context.

* Significant experience will be evaluated in terms of depth and breadth of activities, complexity and diversity of work performed, and level of autonomy. This is normally associated with having performed a broad range of activities, and normally acquired over a period of approximately 2 years or more.

AE1 - Experience in risk assessment or corporate governance;

AE2 - Experience researching, collecting, evaluating, or analyzing information to provide recommendations for decision-makers;

Candidates invited to an interview will be required to provide proof of their education credentials, in the form of a diploma or official transcript (original documents only).

Various assessment tools may be used in this selection process such as: application, written tests, performance assessments, interview, reference checks etc. All communication relating to this process, including email correspondence may be used in the assessment of qualifications identified on the Statement of Merit Criteria.

You must meet all essential qualifications in order to be appointed to the position. Candidates may be required to meet some or all the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

Depending on the number of applicants, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.
