Duties

Economist/Sociologist/Analyst

Recruits in this stream start at the EC-02 level and graduate at the EC-04 level. The EC Recruitment and Development Program (RDP) at Statistics Canada combines practical, on the job experience (rotational assignments) with formal training, including language training. Recruits acquire the knowledge and skills to move from entry level to working/graduation level positions. Generally, recruits spend a minimum of 24 months in the program.

As an Economist/Sociologist/Analyst at Statistics Canada, you will have the opportunity to conduct analyses of socio-economic trends and developments, to assess the feasibility and impact of new or modified statistical program and to undertake the analysis of statistical programs. As an Economist/Analyst at Statistics Canada, your role is to undertake the analysis of statistical program data and assist in the preparation of analytical material for internal use and publication purposes. The nature of your work will depend on which program or survey you are placed with.

Intent of the process

Applicants may be considered for two (2) different types of employment within this selection process:

EC-02 positions:
Indeterminate (permanent) EC-02 positions within Statistics Canada's EC Recruitment and Development Program, for which applicants must demonstrate in their application that they meet the essential qualifications (education and experiences) listed for the EC-02 positions.

Applicants appointed to an EC-02 position within Statistics Canada's EC Recruitment and Development Program may, upon successful completion of the program, be appointed to an indeterminate (permanent) EC-04 position.

EC-04 positions:
Applicants wishing to also be considered for an EC-04 position must demonstrate in their application that they meet the essential qualifications (education and experiences) for the EC-04 position (in addition to the ones listed for the EC-02 positions).

IMPORTANT: EC-04 positions are not part of Statistics Canada's EC Recruitment and Development Program. Applicants appointed to EC-04 determinate (temporary) positions will also remain in the pool to be considered for indeterminate (permanent) EC-02 positions within the EC Recruitment and Development Program or an EC-04 indeterminate (permanent) position.

A pool of partially qualified candidates resulting from this process will be used to staff positions at the EC-02 or EC-04 levels within Statistics Canada with various linguistic profiles, tenures and security clearances and various work locations, which may vary according to the position being staffed.

Additional qualifications may be required by the hiring manager(s). Applicants will be provided the opportunity to submit information or be assessed in relation to any additional qualifications that may be applied.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation by August 31, 2022, with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.

*All applicants must hold a degree. An acceptable specialization must include at least two semester-based courses (or an equivalent of 1 year-long course) in one of the following areas: economics, sociology, or statistics. These courses do not need to be part of a degree program in economics, sociology, or statistics. Equivalent courses in other programs for example, but not limited to: accounting, agriculture, criminology, commerce, data science/data analytics, demography/population studies, environmental sciences, education, epidemiology, finance, geography or health may be applicable. The specialization may also be obtained through an acceptable combination of education, training and/or experience defined on the statement of merit criteria.

Degree equivalency

Applicable to both EC-02 and EC-04 positions:
1.Experience using quantitative methods to analyze and/or interpret business or socio-economic data
2.Experience using analytical software such as SAS, SPSS, STATA, R or other similar analytical software packages

Applicable to the EC-04 positions ONLY:
3. Significant* experience in AT LEAST ONE (1) of the following activities:

• Producing, analyzing and interpreting data from survey or other data sources using statistical methods to produce outputs;
OR
• Analyzing or developing economic or social data product activities (e.g., publication, statistical linkage, quality assurance, paradata, improvement of statistical infrastructure** or feasibility study).

*Significant is defined as the depth and breadth of experience normally acquired over a period of two (2) years

**Examples of statistical infrastructure include tax and administrative data, statistical registers, information management, geography, statistical metadata and statistical classifications.

EDUCATION ASSETS
AEDU1. A degree from a recognized post- secondary educational institution, with a specialization in one of the following: accounting, finance, business administration, industrial and mining, engineering, epidemiology, environmental science, health sciences, public health, population health, communications, web design, journalism, data science, econometrics, prices, geography/geomatics or psychology.
AEDU2. A degree from a recognized post- secondary educational institution in economics, sociology or statistics
AEDU3. Masters Degree and/or Ph.D with *significant emphasis on statistical analysis of large microdata set *Significant is defined as having acquired at least one course in statistical analysis at the graduate level, or the completion of an evidence-based thesis using statistical analysis as the main line of inquiry.
AEDU4. Project Management Certification or Chartered Professional Accountant designation

Degree equivalency

You will be asked to answer a series of pre-screening questions relating to the areas that are of interest to you such as:

• Data production and analysis
• The use of analytical and statistical tools.
