WHAT YOU NEED TO KNOW:
- We currently have five (5) bilingual positions to fill on a permanent basis.

Our team is comprised of subject matter experts located across the country, with a variety and years of experience and knowledge, working together to support management in dealing with exciting, challenging, difficult and sensitive matters.
Our Staffing team provides advice and guidance to management regarding hiring and recruitment issues including analyzing relevant policies, directives, jurisprudence, and trends to develop recruitment strategies, or corporate policies or programs.
Our Labour Relations team provide advice and guidance to management regarding workplace labour management issues, including analyzing and interpreting collective agreements, policies, directives and jurisprudence.

The intent of this process is to create a pool of qualified or partially qualified candidates to fill positions at the Immigration and Refugee Board of Canada of various durations (such as permanent and temporary). Stream 1 - Staffing & Stream 2 - Labour Relations
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Stream 1 - Staffing
1) Experience in providing advice and guidance to senior management (such as Director, Executive Director, Director General or similar position) on complex issues related to staffing.
AND
2) Experience in the implementation of staffing projects.

1) Experience providing operational advice to clients on labour relations issues.
AND
2) Experience providing interpretation of collective agreements, HR policies or directives.
AND
3) Experience interacting and working in collaboration with union representatives.

Experience in interpreting the Public Service Commission’s Appointment Framework.

Stream 2 – Labour Relations
Experience as a Labour Relations Advisor providing operational advice to clients on a variety of LR files within the federal public service.
Experience in the management of grievances.
Experience in participating in disciplinary hearings.
Experience in writing business correspondence such as briefing notes, case summaries, written reports or formal written recommendations.

ORGANIZATIONAL NEEDS:

PLACEMENT OF IRB EMPLOYEES AFFECTED BY WORKFORCE ADJUSTMENT (WFA):
In order to ensure placement of IRB employees affected by WFA, we are asking all affected employees who are interested in this position to apply. Since a pool of qualified candidates will be established from this process, we will proceed with the assessment of all candidates. However, should affected employees qualify; they will be appointed prior to other qualified candidates.
It is important to note that if an employee is no longer affected by WFA at the time of appointment, he/she cannot be appointed ahead of other affected qualified candidates.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

To have your application considered, all screening questions must be answered. Do not assume that the screening board has any previous knowledge of your background, qualifications, or work history. You must be specific and provide concrete examples/details for each experience element, as applications will be screened only on the information provided.
Failure to clearly demonstrate in the screening questions how you meet the essential screening criteria (Education and Experience) will result in the screening board being unable to assess your qualifications.
