Unique opportunities exist for individuals that wish to play a role in supporting this vision in the fields of land management and additions to reserve.
The land management unit is responsible for the administration and management of Reserve lands and land devolution programs in Manitoba. ISC funds initiatives that support First Nations’ control and access to their land and financial resources as well as develops land instruments as required relating to land tenure.
The additions to reserve unit oversees the adding of land to existing reserve land of a First Nation and the creation of new reserves for First Nations.

Due to the COVID-19 Pandemic, some employees of Indigenous Services Canada are currently working remotely. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces. Therefore, this opportunity may initially be a remote working opportunity. When it is deemed safe to return to the workplace, the opportunity will be in an Indigenous Services Canada office located in Winnipeg, Manitoba.
This process will be used to establish a pool of qualified candidates and it may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

EDUCATION:
- Successful completion of a two year (at minimum) post-secondary educational program OR an acceptable combination of education, and experience defined as a secondary school diploma (high school diploma) and a minimum of two (2) years of experience in a field relevant to the work to be performed.

EXPERIENCE:
- Recent* experience in providing recommendations to either stakeholders**, supervisors or managers*** on program or policy related matters.
- Recent* experience in researching and analyzing information.
- Recent* experience interpreting either legislation, regulations or policy.
*Recent is defined as experience acquired within the five (5) years preceding the closing date of this process.
** Stakeholders are defined as other Government Departments, Indigenous governments, external advisory bodies, First Nations communities, organizations delivering services to First Nations communities, clients, financial institutions or private sector organizations.
***Managers is defined as higher level than the incumbent that actively participates in the daily supervision, planning and administrative processes required by an organization to help meet its objectives.
ASSET QUALIFICATION
EDUCATION:
- Gradution with a degree from a recognized university in a field with an acceptable specialization relevant to the work to be performed (such as lands, economics, law, business administration, commerce, public administration, urban or rural planning, Indigenous studies, anthropology, sociology).
EXPERIENCE:
- Experience administering or managing First Nation reserve lands.
- Experience with aspects of the reserve creation or additions to reserve process.
- Experience working directly with Indigenous communities or individuals.

- Reliability security clearance.

Candidates must meet all the essential qualifications to be appointed to a position.
You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc.
Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.
LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.
Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Persons are entitled to participate in the selection process in the official language of their choice. Applicants are asked to indicate their preferred official language in their application.
Official language proficiency could be assessed and required solely upon appointment. Each candidate can only undergo SLE testing one time within the context of an appointment process. Also, a person who initially failed linguistic testing could be introduced into the pool of qualified candidates during the pool’s validity period if he/she is assessed again through another selection process or following linguistic training.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
Acknowledgement of receipt of applications will not be sent; we will contact candidates when the screening process is completed.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
