The intent of the process is to create a pool of qualified or partially qualified candidates to staff similar positions at Public Services and Procurement Canada with various linguistic profiles and various tenures.

EDUCATION:
• A degree from a recognized post-secondary institution.

• A recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).

Degree equivalency

EXPERIENCE:
• Significant* experience in leading all phases of an internal or external audit engagement.
• Experience** in leading a complex*** internal or external audit engagement.
• Significant* experience in providing strategic advice and presenting findings on internal audit matters to senior management (Director, equivalent or above).
• Significant* experience in reviewing and finalizing written materials such as plans, reports, or presentations.
• Experience** in supervising or leading a team.

* “Significant” experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least five (5) years.

** Experience is defined as the breadth and depth of experience associated with completing the duties of the position for a period of at least two (2) years.

• An internal audit certification (Certified Internal Auditor (CIA), Certified Government Accounting Professional (CGAP) or Certified Information Systems Auditor (CISA)).
• A recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
• Other relevant professional certification, such as, but not limited to the following areas: procurement, real property, human resources, information technology security, risk management, and project management.

ASSET EXPERIENCES:
• Experience in managing multiple, concurrent and complex* audit engagements;
• Experience performing data analytics using programs, such as Audit Command Language (ACL) and Interactive Data Extraction and Analysis (IDEA);
• Experience in establishing and overseeing professional services contracts;
• Experience managing human resources**.

On October 6, 2021, the Government of Canada announced details (https://www.canada.ca/en/treasury-board-secretariat/news/2021/10/backgrounder-covid-19-vaccine-requirement-for-the-federal-workforce.html) of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=32694), federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
