The Canada Energy Regulator works to keep energy moving safely across the country. Reporting to the Group Leader – Inspection on the Environmental Protection Team, the individual will be responsible for providing advice to CER peers, management, and external parties, pertaining to Indigenous matters, in particular as related to post-approval oversight of construction and operational oversight of CER-regulated facilities. The individual will conduct assigned compliance verification activities, including compliance meetings and field inspections, and will offer input into scoping of these or other compliance verification activities. They may be required to provide advice informed by analysis of traditional knowledge and/or Indigenous values, principles and interests on applications, compliance matters, and process improvement projects. The individual may also be required to conduct analysis on matters pertaining to commitments made to Indigenous peoples as part of construction or operations oversight, or as part of engagement expectations.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

E1: Significant* and recent** work experience related to Indigenous monitoring on construction projects.
E2: Significant* and recent** experience in preparing and presenting compliance information to internal and external stakeholders and/or Indigenous peoples, including responding to enquiries and requests from regulated companies and/or the public regarding regulatory compliance.
E3: Significant* and recent** work experience working with Indigenous elders, Indigenous knowledge keepers or equivalent.

Asset Qualifications:

1) Willingness to undergo, successfully pass and maintain a reliability status security clearance. (Some positions may require a secret security clearance, which future incumbents will be required to undergo, successfully pass and maintain).

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to a EN-ENG-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2020 NEB-09, $87,540 to $106,500.
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis;
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout);
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments;
6. Terms of Employment: These positions have been allocated and apply to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.

8. Job Development Ladder: These positions are part of a job development ladder and future promotion may occur upon successful completion of the training and development requirements and provided they meet the merit criteria and conditions of employment for each level of the job development career ladder without an advertised staffing process.
