Intent of the process

A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a temporary, acting or permanent basis, on a casual basis, at full or part time hours).

Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education:
A secondary school diploma or employer-approved alternatives.

Notes:
The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.

An acceptable combination of education, training and/or experience is defined as a combination of two of the following:
Education = 2 years of secondary school.
Training = Training in Project Management, Risk, Security, or Emergency Management.
Experience = 1 year experience working in a position related to the one being staffed.

Degree equivalency

Experience:
1. Experience in preparing correspondence and reports.
2. Experience in records management including file management, gathering information and inputting information into electronic systems.
3. Experience in interpreting, and applying security related policies, legislation, and standards.
4. Experience in planning and managing priorities and workload.
5. Experience in conflict or dispute resolution.
6. Recent* experience in developing and delivering presentations.
7. Recent* experience in providing advice and guidance to clients.
8. Recent* experience analyzing complex information and making recommendations to management.

*Recent experience is defined as performance of duties within the past 2 years.

Knowledge:
1. Knowledge of the applicable legislation and RCMP Security Manual and Federal Government Security Policies, procedures and strategic priorities.
2. Knowledge of Government of Canada and Departmental Security Program policies related to Risk Management and Threat Risk Assessment.

Asset Qualification - Experience:
Experience working in a Federal Government Security environment.

Asset Qualifications - Knowledge:
1. Knowledge of policies and procedures in physical security.
2. Knowledge of security policies and procedures in organization and administrative security.
3. Knowledge of security policies and procedures in personnel security.

Organizational Needs:
1. In support of achieving a representative workforce, consideration may be given to candidates who have self-identified as a member of one or more of the following designated groups: women, members of visible minorities, aboriginal peoples and persons with disabilities.
2. Preference may be given to RCMP employees impacted/affected by work force adjustment.

OPERATIONAL REQUIREMENTS
1. Willingness and ability to travel by various modes of transportation including plane (commercial and light aircraft), vessel and vehicle, including remote locations.
2. Willingness and ability to work evenings, weekends and overtime if required.

Conditions of employment

Top Secret security clearance - NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.

To be granted RCMP security clearance and to maintain the ethical standards of the RCMP, candidates must not be, or have been, involved in certain criminal activities, have been dishonourably discharged, have pending personal bankruptcies, etc. For additional information and a complete list of activities, please visit http://www.rcmp-grc.gc.ca/en/good-character . The security requirements are the same for all employees of the RCMP.
