Duties

With guidance and direction, researches, collates, reviews, and evaluates information from a variety of sources to contribute to the development and production of intelligence products.

With the Intelligence Analyst or supervisor, applies basic analytical methodologies to assess the nature and extent of criminal networks, activities, trends and threats which contributes to the development of intelligence on various organized crime and terrorist organizations.

Contributes to the development of intelligence analytical products such as network analysis, time lines related to crime and suspect information, intelligence briefings, threat assessments, and reports on crime trends/patterns; presents findings in written reports or orally.

Work environment

The RCMP is seeking highly motivated Junior Intelligence Analysts to specialize in National Security and other investigations. You will be part of a highly skilled multidisciplinary team with a mandate to assist in the identification, analysis, investigation and disruption of criminal activity.

For National Security positions, your significant operational role will enhance Canada’s public safety and safeguard its citizens and vital systems. Under the guidance of the Senior Analyst you will contribute to actionable intelligence products on emerging key issues such as terrorism, foreign actor influence, and ideologically motivated violent extremism support of Federal Policing investigations at the national and international level.

Intent of the process

The intent of this process is anticipatory staffing for positions in Markham, Ontario and Ottawa, Ontario. A pool of candidates may be established and used for future staffing of Junior Intelligence Analysts throughout Ontario outside of National Security.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.
* Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EX1. Experience conducting research, analyzing, and writing reports.
EX2. Experience in applying analytical techniques or qualitative/quantitative methodology
within a research project.
EX3. Experience in producing and presenting material (in at least one of the following:
reports, presentations and project findings) to decision-makers

AED1: Masters level degree relevant to the position
AED2: University level courses or degree in National Security, Terrorism, Security Studies, Intelligence Analysis, Cybersecurity, International Relations, Political Science, or similar subjects

to research and collect open source information (OSINT)

-Possess and maintain a valid driver's licence or personal mobility to a degree normally associated with the possession of a valid driver's licence
-Willingness and ability to work overtime as and when required and on short notice
-Willingness and ability to travel domestically/internationally to attend training/work away from home, as necessary
-Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.

Candidate may be required to travel for testing and interviews at their own expense

Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain an RCMP security clearance may involve but is not limited to a security/reliability interview and a field investigation which includes matters of criminal activity, verification of credit/financial status, reference checks, education, employment, etc. As such, the process may take several weeks or months to complete.

An interview may be administered.

A test may be administered.

A situational exercise may be administered.

Indeterminate employees at the same group and level or equivalent will be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.

A random and/or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.
