Duties

Watch and Security Managers play a key role in supporting Canadians affected by emergencies overseas, whether they be employees working in Canada’s Embassies, High Commissions, and Consulates or Canadian citizens affected by large-scale emergencies. As the first point of contact for employees and Canadians facing a wide range of emergencies, including natural disasters, infrastructure issues, criminal activity, civil unrest, terrorism and armed conflict, Watch and Security Managers provide the initial analysis on rapidly evolving international events and are responsible for taking appropriate initial actions. Using a variety of information tools, the Watch Unit also provides senior leadership with a “heads-up” on emergencies before seeing the events unfold on news networks.

Work environment

The Watch Unit operates 24/7. As there is an ongoing need to access sensitive information, Watch and Security Managers normally work from Global Affairs Canada headquarters in Ottawa. Telework arrangements are not available.

Watch and Security Managers currently work on a five-week variable shift schedule that consists of day, evening, night, and weekend blocks. Over the five-week schedule, Watch and Security Managers work an average of 37.5 hours / week. As there is normally only one Watch and Security Manager on shift at any point in time, employees work independently while supporting other 24/7 teams that provide consular case management services.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

• Education: A degree from a recognized post-secondary institution, or a combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

• EX1: Significant* experience in one or more of the following the fields:
▫ National security (e.g. intelligence and threat assessments, political security, etc.);
▫ Organizational security (e.g. physical security, administrative investigations, emergency and business continuity management; security incident management);
▫ Emergency management (e.g. emergency planning, emergency management policy, emergency operations).
• EX2: Significant* experience in dealing with complex** issues and providing advice or recommendations to clients or management (Director level or above);
• EX3: Significant* experience in developing and maintaining partnerships with internal and external stakeholders.

Definitions:

*Significant experience is defined as depth, and breadth normally associated with having performed a broad range of various related activities, which are normally acquired over a period of at least two (2) years within the last five (5) years.

**Complex is defined as considering diverse points of view or the sensitivity of the topic.

COMPETENCIES:

• COMP5 – Leadership.

ABILITIES:

• A1: Ability to communicate in writing;

• A3: Ability to work well under pressure, adapting to shifting priorities to meet deadlines;
• A4 - Ability to interpret and apply government security and emergency management policies and strategic directions.

ASSET QUALIFICATIONS

EXPERIENCE:

• AQ1: Experience working as a member of an emergency response team in response to a crisis situation;
• AQ2: Experience working in an emergency management or public safety related operations center that operates on a 24/7 basis;
• AQ3: Experience providing front-line emergency response services during international emergencies.

OPERATIONAL REQUIREMENTS:

• Must be willing and able to work shifts, including on weekends and statutory holidays.
