We’re looking for a dynamic leader with a strong writing and analytical skill and experience in the marine sector to lead skilled and committed professionals in a complex and changing environment.
The Transportation Safety Board of Canada (TSB) is an independent and a highly specialized agency of the Government of Canada that advances transportation safety by investigating air, marine, pipeline, and rail transportation occurrences.
It’s a modern, world-class organization in constant evolution that has an enviable reputation in Canada and around the world.
With five Board members, including the Chair and a high-performing workforce of just 220, the TSB has 10 offices across Canada, including its head office in Gatineau, Quebec.
The marine group has about 30 employees working collaboratively out of the head office and the offices in Québec, Dartmouth, NS, and Richmond, BC.

ESSENTIAL QUALIFICATIONS
EDUCATION:

A secondary school diploma or employer-approved alternative.
And one of the following occupational certificates:
Valid Canadian certificate of competency with STCW endorsement in one of the following disciplines:
-Master, Near Coastal Voyage;
-Second-class Engineer.
OR
Other Occupational certification (with STCW endorsement) in a nautical or marine engineering discipline combined with a university degree and at least 4 years of experience managing marine related programs or major projects, or a fleet of vessels.
OR
University degree or diploma in Naval Architecture and at least 4 years of experience managing marine related programs or major projects, or a fleet of vessels.
OR
Valid Canadian certificate of competency in a nautical or marine engineering discipline without STCW endorsement and recent and significant* experience in marine investigations
* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 7 years

EXPERIENCE:
Recent and significant experience* in leading a team in the delivery of projects, programs or operational activities in a field related to marine transportation.
Management experience (2 years) in the technical or operational services or inspection of ships.
* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 7 years.

ASSET QUALIFICATIONS
EDUCATION:
Graduation with a degree from a recognized university in engineering, science, human factors, maritime studies, or maritime transport.
OCCUPATIONAL CERTIFICATION:
Possession of a Master Mariner Certificate of Competency with STCW endorsement
Possession of a First-class Engineer Certificate of Competency (motor ship, steamship or combined) with STCW endorsement
EXPERIENCE:
Experience in managing investigations into marine accidents involving technical, human and organizational factors
Recent and significant* experience in providing strategic analysis and advice, briefing and recommendations to senior management
Experience in consulting, negotiating or establishing partnerships with national and/or international stakeholders
Experience in Marine Safety Management Systems
Recent and significant* experience in the management of human and financial resources
* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 5 years
Reliability Status security clearance
OTHER CONDITIONS OF EMPLOYMENT:
Meet the Occupational Health Assessment (Periodic III)
Possess a valid driver’s license in Canada
Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions
Agree to respond and travel on short notice during and after normal working hours and on statutory holidays
Agree to travel within Canada and abroad, including travel by car, rail, ship and air
Willingness to be available on standby, on a rotational basis
Willingness to undergo TSB required training
