PSPC manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert. Our real property professionals include office accommodation specialists, architects, engineers, environmental scientists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse; it includes construction and repairs to federal correctional facilities, research laboratories, border crossings, remote harbours as well as office fit-up in owned and leased facilities.
The immediate need is to staff one indeterminate bilingual imperative position in Moncton, NB.
A pool of fully or partially qualified candidates will be established and may be used to staff similar positions with various linguistic requirements and in various locations at Public Services and Procurement Canada.

ALL LEVELS:
EDUCATION
Graduation with a degree from a recognized post-secondary institution in engineering.
OR
Graduation with a degree in architecture from a recognized post-secondary institution.
OCCUPATIONAL CERTIFICATION
LEVEL 2:
Eligibility for certification as a professional engineer in Canada
OR
Eligibility to be licensed as a professional architect to practice in Canada.
LEVEL 1:
Registration as a professional engineer in Canada.
OR
Licensed to practice Architecture by a recognized Provincial Association in Canada.
EXPERIENCE
ALL LEVELS:
• Experience in managing quality, finances and schedules of projects.
• Experience in reviewing drawings and specifications for construction projects.
• Experience working with multi-disciplinary project teams.
• Experience in providing advice to clients
LEVEL 2:
• *Significant experience in delivering real property projects
• *Significant experience in planning and managing various phases of **complex Real Property projects.
*Significant experience that is normally associated with performance of these duties for approximately three (3) years.
** Complex is defined as projects involving at least one (1) complexity, for example: high technical difficulty, projects implemented in secure facilities, high stakeholder and media interest, stringent regulatory compliance requirements, physical challenges, marine dredging, heritage considerations or comparable complexity. It must be explained in detail including the candidate’s role.
LEVEL 1:
• **Extensive experience in delivering real property projects
• ***Extensive experience in planning and managing various phases of Real Property projects with ****challenging degrees of complexity and magnitude
***Extensive experience is defined as the depth and breadth of experience with full time performance of these duties for approximately four (4) years.
****Challenging degrees of complexity and magnitude is defined as dollar value of projects or programs approximately $4 million or larger AND one additional challenge must be demonstrated such as a large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector). It must be demonstrated that the candidate has taken a lead role in the project delivery.
ASSET OCCUPATIONAL CERTIFICATIONS
ALL LEVELS:
Certification as a Project Management Professional (PMP)
LEVEL 2:
Registration as a professional engineer in Canada.
OR
Licensed to practice Architecture by a recognized Provincial Association in Canada.
ASSET EXPERIENCE:
ALL LEVELS:
Experience in the delivery of repair or construction of bridges or roads.
Experience in the delivery of wharves or breakwaters or other marine infrastructure.
Experience in the delivery of buildings or fit-ups.
Experience in the delivery of heritage conservation projects.
Experience in the delivery of projects in secure facilities.
Experience in alternate forms of project delivery such as construction management or design build.
Experience in the delivery of airport projects.
Experience in the delivery of environmental remediation projects.
Experience in cost estimating and project planning.
Experience working with a Quality Management System.
Experience in the supervision of staff.

Operational Requirements
Must be willing and able to work overtime, and on short notice, as required.
Willingness and ability to travel, including overnight and on short notice, as required.
Willingness and ability to work in and around project sites and remote locations including wearing personal protective equipment.
Willingness and ability to enter construction sites.
Conditions of Employment
Security: Reliability Status security clearance or Secret security clearance, depending on the security requirement of the position.
Possession of a valid Provincial Driver’s License OR personal mobility to the extent normally associated with the possession of a valid driver’s license, within the limits of Treasury Board Policy.
For those positions requiring registration as a professional engineer or architect in Canada must be obtained prior to appointment and maintained for the duration of employment.
