Duties

Your role as a Senior Advisor, Tariffs and Research: The Tariffs and Research Division is responsible for the oversight of the CTA's air tariff regime (air carriers' fares, rates, charges and terms and conditions of carriage). Senior advisors contribute to the success of this program by working independently and collaboratively; conducting research and analysis on issues related to consumer protection and industry practices; providing expert strategic advice on issues affecting air transportation and regulatory requirements; and leading the development of products and materials to shape program delivery and to meet strategic objectives.

Intent of the process

This process is to staff an indeterminate position of Senior Advisor, Tariffs & Research. A pool of partially or fully qualified candidates may be created to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.

Indeterminate employees at the same group and level or equivalent may be considered first for deployment or secondment/assignment.

ESSENTIAL QUALIFICATIONS

EDUCATION:
Graduation with a degree from a recognized university in a field related to the duties of the position (ex: administration, economics, social sciences, law, commerce, finance or sciences) or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE:
Experience* in conducting analysis and providing advice to management** on policy or regulatory matters by preparing written briefing materials or reports.

Experience* applying regulations, legislative provisions or policies.

Experience* in developing and maintaining relationships with stakeholders (internal or external).

Experience* in actively leading projects or working groups.

*Experience is defined as the performance of the duties over a period of approximately two years.

**Management is defined as PM-06 level or equivalent level and above.

ASSET QUALIFICATIONS

EXPERIENCE:
Experience providing advice or guidance to external clients.

Experience in conducting research of a regulatory or legislative nature or monitoring compliance with regulatory or legislative requirements.

Experience leading investigations of a regulatory or legislative nature.

Experience in assessing and interpreting terms and conditions of air carrier tariffs (contracts of carriage).

Experience in developing work tools in support of the delivery of a program.

Experience in developing and implementing processes and procedures for a national program or service. (e.g., Canada-wide)

Experience working in the air transportation sector or travel industry.

Experience in resolving air travel complaints between airlines and passengers.
